    Continuous Development and International Cooperation

     

     

    제11장은 사회·환경·산업·기술환경과 국내외 책임경영 관련 논의의 변화에 대응하여 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework), SEC 평가지표 체계(SEC Indicator System) 및 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)를 지속적으로 연구·검토하고 발전시키기 위한 기본방향을 제시한다. 또한 책임경영 평가의 전문성과 활용 가능성을 높이기 위한 국내외 연구교류와 협력의 방향 및 SEC의 미래 비전을 제시한다.

     

    Chapter XI presents the fundamental direction for the continuous research, review, and development of the SEC Evaluation Methodology, SEC Evaluation Framework, SEC Indicator System, and WF Sustainable Responsibility Index (WFSRI) in response to changes in social, environmental, industrial, and technological environments and evolving domestic and international discussions concerning Responsible Management. It also outlines directions for domestic and international research exchange and cooperation aimed at strengthening the Professionalism and applicability of Responsible Management evaluation, together with SEC’s future vision.

     

     

     

    1. 지속적인 발전

    1. Continuous Development

     

     

    SEC 평가방법론, SEC 평가체계, SEC 평가지표 체계 및 WFSRI는 고정된 평가기반에 머무르지 않고 사회·환경·산업·기술환경의 변화와 새로운 위험 및 책임영역의 등장, 국내외 책임경영 관련 연구와 논의의 발전 등을 지속적으로 반영할 수 있도록 연구·관리한다.

     

    The SEC Evaluation Methodology, SEC Evaluation Framework, SEC Indicator System, and WFSRI are not treated as static evaluation foundations. They are subject to continuing research and management so that changes in social, environmental, industrial, and technological environments, emerging risks and areas of responsibility, and developments in domestic and international research and discussions concerning Responsible Management may be appropriately reflected.

     

    인공지능(AI)과 디지털 기술의 발전, 기후변화와 환경위험, 공급망 환경과 사회구조의 변화, 인권과 사회적 책임에 대한 요구의 확대 및 미래·신흥위험의 등장은 조직의 책임경영 환경을 지속적으로 변화시키고 있다.

     

    Advances in Artificial Intelligence (AI) and digital technologies, Climate Change and environmental risks, changes in supply chain environments and social structures, growing expectations concerning human rights and social responsibility, and the emergence of Future and Emerging Risks continue to reshape the environment of organizational Responsible Management.

     

    SEC는 이러한 변화가 조직의 책임과 평가환경에 미치는 영향을 지속적으로 연구하고, 제2장에서 제시한 「영향에 상응하는 책임(Responsibility Corresponding to Impact)」의 관점에 따라 새롭게 요구되는 책임을 평가에 적절하게 반영할 수 있도록 평가방법론과 평가체계 및 평가지표 체계의 적정성·일관성·실효성을 검토한다.

     

    SEC continuously researches the effects of such changes on organizational responsibility and the evaluation environment and, from the perspective of “Responsibility Corresponding to Impact” presented in Chapter II, reviews the appropriateness, consistency, and effectiveness of its Evaluation Methodology, Evaluation Framework, and Indicator System so that emerging responsibilities may be appropriately reflected in evaluation.

     

    필요한 경우 충분한 연구와 검증을 거쳐 평가방법론·평가체계·평가지표 및 관련 기준을 개선·보완한다. 이러한 개정과 보완은 단기적인 사회현상이나 특정 이해관계자의 요구에 따라 이루어지는 것이 아니라, 평가의 독립성·공정성·객관성과 평가결과의 일관성·신뢰성을 유지하면서 정해진 절차에 따라 신중하게 추진한다.

     

    Where necessary, SEC improves and refines its Evaluation Methodology, Evaluation Framework, Evaluation Indicators, and related standards through sufficient research and validation. Such revisions and refinements are not undertaken merely in response to short-term social developments or the demands of particular stakeholders, but are pursued carefully in accordance with established procedures while maintaining the Independence, Fairness, and Objectivity of evaluation and the consistency and Reliability of evaluation results.

     

    또한 국내외에서 새롭게 논의되는 기준과 원칙, 연구성과, 평가방법론 및 사회적 요구 등을 지속적으로 검토하되 이를 기계적으로 수용하지 않고, SEC 평가철학과 WFSRI의 목적 및 기존 평가체계와의 정합성, 실제 평가에서의 적용 가능성 등을 종합적으로 검토하여 필요한 사항을 반영한다.

     

    SEC also continuously reviews emerging standards and principles, research outcomes, evaluation methodologies, and societal expectations discussed domestically and internationally. Rather than adopting them mechanically, SEC comprehensively considers their consistency with the SEC Evaluation Philosophy, the objectives of the WFSRI and the existing Evaluation Framework, as well as their applicability in actual evaluation, and incorporates relevant elements where appropriate.

     

    이러한 지속적인 연구·검토와 개선은 변화하는 환경 속에서도 SEC 평가의 전문성과 신뢰성을 유지하고, 책임경영에 대한 평가가 새로운 위험과 책임영역 및 미래 변화에 합리적으로 대응할 수 있도록 하기 위한 것이다.

     

    Such continuing research, review, and improvement are intended to maintain the Professionalism and Reliability of SEC evaluation in a changing environment and to enable Responsible Management evaluation to respond reasonably to emerging risks, new areas of responsibility, and future change.

     

    2. 국제협력

    2. International Cooperation

     

     

    책임경영과 지속가능성은 특정 국가나 산업에 한정된 과제가 아니며, 서로 다른 사회·경제·환경 및 제도적 여건에 놓인 기업·공공기관 및 기타 조직이 함께 직면하고 있는 중요한 과제이다.

     

    Responsible Management and Sustainability are not challenges confined to a particular country or industry but are important issues faced by corporations, public institutions, and other organizations operating across diverse social, economic, environmental, and institutional contexts.

     

    SEC는 책임경영 평가에 관한 연구와 전문성을 확대하고 SEC 평가체계와 WFSRI의 국제적 활용 가능성을 높이기 위하여 국내외 연구기관, 학계, 산업계, 전문가 및 관련 기관과의 연구교류와 협력을 단계적으로 확대해 나가는 것을 지향한다.

     

    SEC seeks to progressively expand research exchange and cooperation with domestic and international research institutions, academia, industry, experts, and relevant organizations in order to broaden research and expertise in Responsible Management evaluation and enhance the potential international applicability of the SEC Evaluation Framework and WFSRI.

     

    국제협력은 SEC 평가체계나 WFSRI를 일방적으로 확산하거나 SEC의 평가기준을 국제적 기준으로 설정하기 위한 것이 아니다. 각국의 법률과 제도, 산업환경과 사회적 특성, 책임경영 관련 연구와 평가사례 등을 폭넓게 이해하고 다양한 경험과 전문성을 SEC 평가방법론·평가체계·평가지표 체계의 지속적인 연구와 발전에 활용하는 데 목적이 있다.

     

    International cooperation is not intended to unilaterally promote the SEC Evaluation Framework or WFSRI or to establish SEC’s Evaluation Criteria as international standards. Rather, its purpose is to broaden understanding of the laws and institutions, industrial environments and social characteristics, Responsible Management research, and evaluation practices of different countries and to draw upon diverse experience and expertise for the continuing research and development of the SEC Evaluation Methodology, Evaluation Framework, and Indicator System.

     

    SEC는 국내외 연구교류와 협력을 통하여 책임경영 평가와 관련한 연구성과와 주요 동향, 평가방법론 및 다양한 평가사례 등을 검토하고, SEC 평가철학과 WFSRI의 목적에 부합하는 사항을 평가체계의 지속적인 발전에 참고할 수 있다.

     

    Through domestic and international research exchange and cooperation, SEC may review research outcomes, major developments, evaluation methodologies, and diverse evaluation practices concerning Responsible Management evaluation and use elements consistent with the SEC Evaluation Philosophy and the objectives of the WFSRI as references for the continuing development of its Evaluation Framework.

     

    또한 국가·산업·조직환경의 차이를 합리적으로 고려하면서도 책임경영의 핵심가치를 일관되게 평가할 수 있는 방법을 지속적으로 연구하여 SEC 평가체계와 WFSRI의 국제적 비교가능성과 활용 가능성을 단계적으로 확대해 나가는 것을 지향한다.

     

    SEC also seeks to continuously research approaches capable of consistently assessing the core values of Responsible Management while reasonably taking into account differences among countries, industries, and organizational environments, with the aim of progressively expanding the international comparability and applicability of the SEC Evaluation Framework and WFSRI.

     

    SEC는 국제교류와 협력을 추진하는 과정에서도 평가기관으로서의 독립성을 유지하며, 외부 기관이나 이해관계자와의 관계가 개별 평가대상에 대한 평가판단·평가결과·평가등급 또는 인증결정에 부당한 영향을 미치지 않도록 관리한다.

     

    Even in pursuing international exchange and cooperation, SEC maintains its Independence as an evaluation institution and manages relationships with external institutions and stakeholders to ensure that such relationships do not improperly influence evaluation judgments, evaluation results, Ratings, or certification decisions concerning individual evaluation subjects.

    SEC는 사회·환경·산업 및 기술환경의 변화와 새롭게 등장하는 책임영역을 지속적으로 연구하고, SEC 평가방법론·평가체계·평가지표 체계와 WFSRI 및 관련 평가결과 체계를 지속적으로 발전시켜 책임경영 평가의 전문성과 신뢰성을 높여 나가는 것을 지향한다.

     

    SEC seeks to continuously research changes in social, environmental, industrial, and technological environments and emerging areas of responsibility and to further develop the SEC Evaluation Methodology, Evaluation Framework, Indicator System, WFSRI, and related evaluation result systems in order to strengthen the Professionalism and Reliability of Responsible Management evaluation.

     

    또한 국내외 연구교류와 협력을 단계적으로 확대하고 다양한 평가환경에 관한 연구와 전문성을 축적함으로써, 국가·산업·조직환경의 차이를 합리적으로 고려하면서도 책임경영의 핵심가치를 일관되게 평가할 수 있는 평가역량을 지속적으로 발전시켜 나갈 것이다.

     

    SEC will also progressively expand domestic and international research exchange and cooperation and accumulate research and expertise concerning diverse evaluation environments, thereby continuing to develop its capacity to consistently assess the core values of Responsible Management while reasonably taking into account differences among countries, industries, and organizational environments.

     

    이러한 지속적인 연구와 발전을 통하여 SEC는 기업·공공기관 및 기타 조직의 책임경영과 지속가능성 및 미래 경쟁력에 관한 신뢰할 수 있는 평가정보를 사회와 이해관계자에게 제공하고, 공공가치·사회적 가치·공동체 가치의 증진과 지속가능한 발전에 기여하는 기업·공공기관 평가전문기관으로 발전해 나가는 것을 지향한다.

     

    Through such continuing research and development, SEC seeks to advance as a professional evaluation institution for corporations and public institutions that provides society and stakeholders with reliable evaluation information concerning the Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations and contributes to the advancement of Public Value, Social Value, Community Value, and Sustainable Development.
