Evaluation Materials Guidelines for the SEC ESG·WFSRI Evaluation for Corporations and Public Institutions
기업·공공기관 평가전문기관 에스이씨평가원(SEC Co., Ltd., 이하 “SEC”)은 평가의 객관성·공정성 및 신뢰성을 확보하기 위하여 공개자료, 공식자료, 법정공시자료 및 기타 객관적으로 확인 가능한 자료를 중심으로 SEC 기업·공공기관 ESG·WFSRI 평가를 수행한다.
SEC Co., Ltd. (“SEC”), a professional evaluation institution specializing in corporations and public institutions, conducts the SEC ESG·WFSRI Evaluation for Corporations and Public Institutions primarily on the basis of publicly available information, official materials, statutory disclosures, and other objectively verifiable information to support the Objectivity, Fairness, and Reliability of the evaluation.
평가자료는 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework), SEC 평가지표 체계(SEC Indicator System) 및 관련 평가기준(Evaluation Criteria)에 따라 수집·검토·검증하여 평가에 반영한다.
Evaluation materials are collected, reviewed, and verified in accordance with the SEC Evaluation Methodology, SEC Evaluation Framework, SEC Indicator System, and applicable Evaluation Criteria before being reflected in the evaluation.
Ⅰ. 평가자료의 기본원칙
I. Basic Principles for Evaluation Materials
SEC는 평가대상이 제출한 자료에만 의존하지 않고 객관적으로 확인 가능한 공개자료와 공식자료를 중심으로 평가한다.
SEC does not rely solely on materials submitted by evaluation subjects and conducts evaluations primarily on the basis of publicly available and official information that can be objectively verified.
평가자료는 자료의 출처, 객관성, 신뢰성, 검증가능성, 평가자료 반영기간과의 관련성 및 해당 평가지표의 평가목적과의 실질적 관련성 등을 종합적으로 검토하여 평가에 반영한다.
Evaluation materials are reflected in the evaluation after comprehensive review of their source, Objectivity, Reliability, Verifiability, relevance to the applicable Evaluation Reference Period, and substantive relevance to the purpose of the applicable Evaluation Indicator.
동일하거나 유사한 사항에 대하여 복수의 자료가 존재하는 경우에는 자료의 공식성, 객관성, 작성·공개 시점, 신뢰성 및 검증가능성 등을 종합적으로 검토한다.
Where multiple sources address the same or similar matters, SEC comprehensively considers their official status, Objectivity, date of preparation or disclosure, Reliability, and Verifiability.
평가자료의 양이나 제출 여부 자체가 평가결과를 결정하지 않으며, 평가목적과의 실질적 관련성과 객관적인 검증가능성을 중심으로 자료를 판단한다.
Neither the volume nor the submission of evaluation materials by itself determines evaluation results. Materials are assessed primarily on their substantive relevance to the purpose of the evaluation and their objective Verifiability.

Other Objectively Verifiable Materials
SEC는 평가의 정확성과 신뢰성을 확보하기 위하여 필요한 경우 출처와 사실관계를 객관적으로 확인할 수 있는 기타 자료를 검토한다.
Where necessary to support the Accuracy and Reliability of the evaluation, SEC reviews other materials whose sources and factual basis can be objectively verified.
출처가 불분명하거나 객관적인 사실확인이 어려운 자료는 평가자료로 활용하지 않으며, 자료의 일부 내용에 대하여 별도의 검증이 필요한 경우에는 해당 내용의 신뢰성과 평가 활용 가능성을 확인한 후 평가 반영 여부를 판단한다.
Materials with unclear sources or whose factual basis cannot be objectively verified are not used as evaluation materials. Where separate verification of specific information is required, SEC determines whether such information is reflected in the evaluation after reviewing its Reliability and suitability for evaluation purposes.
Ⅲ. 평가자료 반영기간
III. Evaluation Reference Period
SEC 기업·공공기관 ESG·WFSRI 평가는 연 1회 실시하며, 평가자료 반영기간은 매년 1월 1일부터 11월 30일까지이다.
The SEC ESG·WFSRI Evaluation for Corporations and Public Institutions is conducted annually, and the Evaluation Reference Period runs from January 1 through November 30 of each year.
평가자료는 해당 평가자료 반영기간에 공개·확인 가능한 자료를 중심으로 평가에 반영한다.
Evaluation materials primarily consist of information publicly available or verifiable during the applicable Evaluation Reference Period.
평가자료 반영기간 중의 사실관계·성과 또는 평가사항을 객관적으로 확인하기 위하여 필요한 경우에는 관련 평가기준과 절차에 따라 평가자료 반영기간 이전 또는 이후에 작성·공개된 자료를 보조적으로 검토한다.
Where necessary to objectively verify factual matters, performance, or evaluation matters arising during the applicable Evaluation Reference Period, SEC reviews materials prepared or disclosed before or after that period on a supplementary basis in accordance with applicable Evaluation Criteria and procedures.
평가자료 반영기간 외의 자료를 보조적으로 검토하는 경우에도 해당 자료 자체를 근거로 평가자료 반영기간 외에 발생한 새로운 성과를 해당 평가연도의 성과로 인정하지 않으며, 해당 평가자료 반영기간의 사실관계·성과 또는 평가사항을 확인하는 범위에서 활용한다.
Even where materials from outside the Evaluation Reference Period are reviewed on a supplementary basis, such materials do not constitute a basis for recognizing new performance occurring outside the applicable period as performance for that evaluation year. They are used only to the extent necessary to verify factual matters, performance, or evaluation matters relating to the applicable Evaluation Reference Period.
Ⅳ. 추가자료 요청 및 제출
IV. Request and Submission of Additional Materials
SEC는 공개자료와 공식자료를 중심으로 평가하되, 평가의 정확성과 객관적인 사실확인을 위하여 필요한 경우 평가대상 기업 또는 공공기관에 평가목적과 실질적으로 관련된 자료의 제출을 요청한다.
SEC conducts evaluations primarily on the basis of publicly available and official information. Where necessary to support the Accuracy of the evaluation and objective factual verification, SEC requests materials substantively relevant to the purpose of the evaluation from the evaluated corporation or public institution.
평가대상이 SEC의 자료제출 요청에 따라 자료를 제출하는 경우에는 SEC가 지정한 기간과 방법에 따라 객관적으로 확인 가능한 자료를 제출한다.
Where an evaluation subject submits materials in response to SEC’s request, it submits objectively verifiable materials within the period and through the method specified by SEC.
자료의 제출방법·제출기간 및 자료형식 등 구체적인 사항은 SEC가 자료제출을 요청할 때 별도로 안내한다. 필요한 경우 SEC는 제출자료의 출처, 작성기관, 작성일자 및 사실관계를 확인할 수 있는 근거자료를 함께 요청한다.
Specific requirements concerning submission methods, submission periods, and document formats are provided separately when SEC requests materials. Where necessary, SEC also requests supporting information sufficient to verify the source, issuing organization, date of preparation, and factual basis of submitted materials.
자료제출 요청은 평가결과의 특정 방향이나 평가등급을 보장하거나 평가대상에게 별도의 평가상 이익을 부여하기 위한 절차가 아니다.
A request for additional materials does not guarantee any particular evaluation result or Rating and does not confer preferential treatment upon the evaluation subject.
159개 세부평가지표의 개별 내용과 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)의 구체적인 선정·적용에 관한 사항, 세부 평가기준 및 기타 비공개 평가정보는 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.
The individual contents of the 159 Detailed Evaluation Indicators, specific matters concerning the selection and application of the 50 SEC Core Value Indicators (CVIs), Detailed Evaluation Criteria, and other non-public evaluation information are, in principle, maintained as non-public information to safeguard the Independence, Fairness, Objectivity, and Reliability of the evaluation and are managed and shared on a restricted basis only to the extent necessary for conducting the evaluation.
따라서 평가대상에게 개별 세부평가지표별 자료제출을 일률적으로 요구하지 않으며, 추가자료가 필요한 경우에는 평가목적과 사실확인의 필요성 등을 고려하여 관련 자료를 요청한다.
Accordingly, evaluation subjects are not uniformly required to submit materials for each individual Detailed Evaluation Indicator. Where additional materials are necessary, SEC requests relevant information with consideration of the purpose of the evaluation and the need for factual verification.
Ⅴ. 평가자료 검증
V. Verification of Evaluation Materials
SEC는 평가에 활용하는 자료의 정확성·객관성 및 신뢰성을 확보하기 위하여 평가자료를 검증한다.
SEC verifies evaluation materials to support the Accuracy, Objectivity, and Reliability of information used in the evaluation.
평가자료의 검증에서는 다음 사항을 종합적으로 검토한다.

Where necessary, SEC cross-checks multiple materials and information sources or conducts additional verification procedures to verify factual matters and the Accuracy and Reliability of evaluation materials.
서로 다른 자료 사이에 불일치가 확인된 경우에는 자료의 공식성·객관성·작성 및 공개 시점·검증가능성과 관련 평가기준 등을 종합적으로 검토하여 평가에 반영할 자료와 사실관계를 판단한다.
Where inconsistencies are identified among different sources, SEC determines the information and factual matters to be reflected in the evaluation through comprehensive consideration of the official status, Objectivity, date of preparation and disclosure, Verifiability of the materials, and applicable Evaluation Criteria.
Ⅵ. 기업·공공기관별 평가자료 적용
VI. Application of Evaluation Materials by Organization Type
SEC는 책임경영의 공통적인 기본가치와 평가목적을 기업·공공기관에 일관되게 적용하되, 평가대상의 유형·규모·기능·사업특성·운영환경과 해당 평가지표의 실질적 관련성 및 적용가능성을 고려하여 평가자료를 적용한다.
SEC consistently applies the common fundamental values and purposes of Responsible Management evaluation to corporations and public institutions while considering the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, together with the substantive relevance and applicability of the applicable Evaluation Indicator.
조직유형에 따라 제도·조직·사업·업무 및 이행방식이 서로 다른 경우에는 해당 평가지표의 평가목적과 실질적으로 관련되고 객관적으로 확인 가능한 기능·활동·자원투입·운영체계·성과 등에 관한 자료를 평가자료로 활용한다.
Where institutional arrangements, organizational structures, projects, functions, or implementation methods differ according to organizational type, SEC uses information concerning functions, activities, resource inputs, operating systems, performance, and other matters that are substantively relevant to the purpose of the applicable Evaluation Indicator and objectively verifiable.
예를 들어 기업의 이사회와 공공기관의 이에 상응하는 최고의사결정기구, 기업의 고객·소비자와 공공기관의 국민·이용자·수혜자, 기업의 공급망과 공공기관의 조달·구매·위탁·용역 및 협력관계 등은 각각의 조직에서 수행하는 실질적인 기능과 해당 평가지표의 평가목적을 고려하여 관련 평가자료로 활용한다.
For example, a corporate board and the corresponding highest decision-making body of a public institution; corporate customers and consumers and the citizens, users, or beneficiaries of a public institution; and corporate supply chains and the procurement, purchasing, outsourcing, service-contract, and partnership relationships of a public institution are treated as relevant sources of evaluation materials based on their substantive functions within the respective organization and the purpose of the applicable Evaluation Indicator.
평가대상의 특성을 고려한다는 것은 동일한 평가목적이나 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
Consideration of the characteristics of an evaluation subject does not mean arbitrarily changing the same evaluation purpose or Evaluation Criteria or applying them favorably or unfavorably to a particular evaluation subject.
Ⅶ. 평가자료의 오류·보완 및 사실확인
VII. Errors, Supplementation, and Factual Review of Evaluation Materials
제출자료에서 객관적인 오류, 자료 간 불일치 또는 추가 확인이 필요한 사항이 발견된 경우 SEC는 관련 사실관계를 확인하고 필요한 자료의 보완을 요청한다.
Where objective errors, inconsistencies among materials, or matters requiring additional verification are identified in submitted materials, SEC verifies the relevant facts and requests necessary supplementary materials.
평가대상이 자료를 제출하였다는 사실만으로 해당 자료의 내용이 평가에 자동적으로 인정되거나 반영되는 것은 아니다. SEC는 관련 평가기준과 검증절차에 따라 자료의 신뢰성·관련성 및 검증가능성을 확인하여 평가 반영 여부를 판단한다.
The submission of materials by an evaluation subject does not automatically mean that their contents are accepted or reflected in the evaluation. SEC determines whether the materials are reflected in the evaluation after reviewing their Reliability, relevance, and Verifiability in accordance with applicable Evaluation Criteria and verification procedures.
최종 평가결과 확정 전에 평가에 반영된 객관적인 사실관계와 자료의 정확성 및 오류 여부에 대한 확인은 SEC의 사실확인(Factual Review) 절차에 따라 처리한다.
Prior to the finalization of evaluation results, verification of objective factual matters reflected in the evaluation, the accuracy of relevant information, and potential errors is handled through SEC’s Factual Review procedure.
사실확인의 구체적인 절차와 이의신청에 관한 사항은 「사실확인·이의신청」에서 정한 관련 기준과 절차에 따른다.
Detailed matters concerning Factual Review and Appeals are governed by the applicable standards and procedures set forth under “Factual Review and Appeal.”
Ⅷ. 평가자료의 관리 및 보호
VIII. Management and Protection of Evaluation Materials
SEC는 평가과정에서 취득한 자료를 평가목적과 관련 운영기준에 따라 관리한다.
SEC manages materials obtained during the evaluation process in accordance with the purpose of the evaluation and applicable operating standards.
공개자료는 관련 평가 및 분석에 활용하며, 평가대상이 제출한 비공개자료 또는 법령·계약·기타 정당한 사유에 따라 보호가 필요한 정보는 관련 기준에 따라 관리한다.
Publicly available information is used for relevant evaluation and analysis, while non-public materials submitted by evaluation subjects and information requiring protection under applicable laws, agreements, or other legitimate grounds are managed in accordance with applicable standards.
SEC는 평가과정에서 취득한 비공개자료와 보호가 필요한 정보를 관련 법령·계약 또는 정해진 기준과 절차에 따른 경우를 제외하고 외부에 공개하거나 평가목적 외의 용도로 사용하지 않는다.
SEC does not disclose non-public materials or other protected information obtained during the evaluation process to external parties or use such information for purposes unrelated to the evaluation, except where permitted or required under applicable laws, agreements, or established standards and procedures.
평가자료의 관리·보호와 관련하여 법령 또는 관련 기준에서 별도의 보존·처리기준을 정하고 있는 경우에는 해당 기준을 적용한다.
Where applicable laws or relevant standards establish separate requirements concerning the retention or handling of evaluation materials, such requirements apply.
Ⅸ. 평가자료와 평가결과
IX. Evaluation Materials and Evaluation Results
평가결과는 특정 자료 하나만을 근거로 결정하지 않는다. SEC는 SEC 평가방법론과 SEC 평가체계에 따라 관련 평가자료와 평가요소를 종합적으로 검토·분석하고 정량·정성평가를 실시하여 평가결과를 도출한다.
Evaluation results are not determined on the basis of any single piece of information. SEC comprehensively reviews and analyzes relevant evaluation materials and evaluation factors and conducts Quantitative and Qualitative Evaluation in accordance with the SEC Evaluation Methodology and SEC Evaluation Framework in deriving evaluation results.
평가자료의 제출 여부 또는 제출자료의 양 자체가 평가결과를 결정하지 않는다. 각 자료가 해당 평가지표의 평가목적과 얼마나 실질적으로 관련되어 있는지, 객관적으로 검증할 수 있는지, 해당 평가사항을 판단하는 데 유효한 근거가 되는지를 종합적으로 검토하여 평가에 반영한다.
Neither the submission of evaluation materials nor the volume of submitted information by itself determines an evaluation result. SEC reflects materials in the evaluation after comprehensively reviewing their substantive relevance to the purpose of the applicable Evaluation Indicator, their objective Verifiability, and their validity as evidence for the relevant evaluation matter.
평가자료의 수집·제출·검증은 특정 평가결과나 평가등급을 사전에 보장하기 위한 절차가 아니며, 최종 평가결과는 관련 평가자료에 대한 검토·검증과 정량·정성평가 등 정해진 평가절차를 거쳐 확정한다.
The collection, submission, and verification of evaluation materials do not guarantee any particular evaluation result or Rating in advance. Final evaluation results are determined through established evaluation procedures, including the review and verification of relevant evaluation materials and Quantitative and Qualitative Evaluation.
