Meaning of Responsible Management
책임경영은 SEC 평가철학을 구성하는 핵심가치이자 평가체계 전반을 관통하는 기본적인 평가관점이다. 책임경영은 윤리경영이나 사회공헌 등 특정한 활동에 한정되는 개념이 아니라, 조직의 비전과 전략, 의사결정, 조직문화, 운영체계, 위험관리, 혁신활동 및 이해관계자와의 관계 전반에 책임의 원칙을 일관되게 반영하는 종합적인 경영철학이다.
Responsible Management is a core value of SEC’s Evaluation Philosophy and a fundamental perspective extending throughout its Evaluation Framework. It is not limited to particular activities such as ethical management or social contribution, but represents a comprehensive management philosophy that consistently integrates the principle of responsibility into an organization’s vision, strategy, decision-making, organizational culture, operational systems, risk management, innovation activities, and stakeholder relationships.
제2장에서 제시한 「영향에 상응하는 책임(Responsibility Corresponding to Impact)」의 관점은 이러한 책임경영의 범위를 조직의 성과뿐만 아니라 그 과정에서 발생하는 영향과 그에 따른 책임까지 확장한다.
The perspective of “Responsibility Corresponding to Impact” presented in Chapter II extends the scope of Responsible Management beyond organizational performance to encompass the impacts generated in the process and the responsibilities arising from those impacts.
책임경영의 실천

책임경영은 선언이나 경영이념만으로 실현되지 않는다. 책임의 원칙이 조직의 정책과 제도, 업무 프로세스, 사업과 서비스, 투자와 자원배분, 성과관리, 내부통제 및 이해관계자와의 소통에 실질적으로 반영되어야 한다.
Responsible Management cannot be realized through declarations or management philosophies alone. The principle of responsibility needs to be meaningfully reflected in organizational policies and systems, operational processes, businesses and services, investment and resource allocation, performance management, internal controls, and stakeholder communication.
또한 조직은 책임경영의 실행과 성과를 지속적으로 점검하고 사회적 요구와 환경의 변화, 새로운 위험과 기회에 대응하여 정책과 운영체계를 개선해 나갈 필요가 있다.
Organizations also need to continuously review the implementation and outcomes of Responsible Management and improve their policies and operational systems in response to changing societal expectations and conditions, as well as emerging risks and opportunities.

지속가능성의 의미
Meaning of Sustainability
지속가능성은 현재의 성과를 단순히 유지하는 것을 의미하지 않는다. 변화하는 사회·환경·산업 및 기술환경 속에서도 조직이 지속적으로 발전하면서 현재세대와 미래세대를 함께 고려하는 책임 있는 성장을 실현할 수 있는 역량을 의미한다.
Sustainability does not simply mean maintaining current performance. It refers to an organization’s capacity to continue developing amid changing social, environmental, industrial, and technological conditions while pursuing responsible growth that considers both present and future generations.
조직의 지속가능성은 경제적 성과만으로 설명될 수 없다. 건전한 경영체계와 환경적·사회적 책임, 공공·공동체 가치, 위험관리, 혁신역량 및 이해관계자와의 신뢰가 함께 축적될 때 장기적인 지속가능성의 기반이 형성될 수 있다.
Organizational sustainability cannot be explained solely by economic performance. A foundation for long-term sustainability can be established when sound management systems, environmental and social responsibility, public and community value, risk management, innovation capability, and stakeholder trust are developed together.

지속가능성은 미래 경쟁력과도 밀접하게 연결된다. 조직이 현재와 미래의 위험을 체계적으로 관리하고 변화에 유연하게 대응하며 새로운 기회와 가치를 지속적으로 창출할 수 있는 역량은 장기적인 지속가능성과 미래 경쟁력을 뒷받침하는 중요한 기반이 된다.
Sustainability is also closely connected to future competitiveness. An organization’s capacity to systematically manage present and future risks, respond flexibly to change, and continuously create new opportunities and value provides an important foundation for long-term sustainability and future competitiveness.

공공가치의 의미
Meaning of Public Value
공공가치는 조직이 경제적·조직적 성과를 넘어 공익과 사회 전체의 지속가능한 발전에 기여함으로써 창출하는 가치를 의미한다.
Public Value refers to value created when an organization contributes to the public interest and the sustainable development of society beyond economic or organizational performance.
공공가치는 공공기관에만 적용되는 가치로 한정되지 않는다. 기업·공공기관 및 기타 조직은 각자의 기능과 역할 및 사회적 영향에 따라 공익과 사회에 대한 책임을 고려할 필요가 있다.
Public Value is not limited to public institutions alone. Corporations, public institutions, and other organizations need to consider their responsibilities toward the public interest and society according to their respective functions, roles, and social impacts.
다만 공적 기능과 공공서비스를 수행하고 국민의 자원과 제도적 권한을 기반으로 운영되는 공공기관의 경우에는 그 기능과 특성에 상응하는 공공적 책임이 보다 직접적으로 요구될 수 있다.
For public institutions that perform public functions and services and operate on the basis of public resources and institutional authority, public responsibility corresponding to their functions and characteristics may be more directly required.
공공가치의 실현
Realization of Public Value
공공가치는 일회성 사회공헌이나 지원활동만으로 실현되는 것이 아니다. 공익에 대한 고려와 공정하고 책임 있는 의사결정이 조직의 정책과 운영 전반에 지속적으로 반영될 때 실질적으로 형성될 수 있다.
Public Value is not realized through one-time social contribution or support activities alone. It can be meaningfully realized when consideration of the public interest and fair and responsible decision-making are consistently reflected throughout organizational policies and operations.
이러한 공공가치의 실현은 조직에 대한 사회적 신뢰를 형성하고 조직의 성장과 사회 전체의 지속가능한 발전을 연결하는 중요한 기반이 될 수 있다.
The realization of Public Value can provide an important foundation for building social trust in organizations and connecting organizational growth with the sustainable development of society as a whole.

Meaning of Social Value
사회적 가치는 조직이 자신의 활동으로 영향을 받는 다양한 이해관계자에 대한 책임을 이행하고 사회와 함께 지속가능한 가치를 창출하는 과정에서 형성되는 가치이다.
Social Value is created through the process by which an organization fulfills its responsibilities toward diverse stakeholders affected by its activities and creates sustainable value together with society.
사회적 가치는 특정 활동이나 일회성 성과만으로 설명되지 않는다. 조직의 운영 전반에서 사회에 미치는 영향을 고려하고 이해관계자의 권리와 정당한 이익을 존중하며 지속적으로 긍정적인 가치를 창출하는 과정에서 형성된다.
Social Value is not defined by isolated activities or one-time achievements. It is formed through the continuous creation of positive value while considering the organization’s broader impacts on society and respecting the rights and legitimate interests of stakeholders.

Social Value and Stakeholders
조직은 자신의 활동으로 영향을 받는 다양한 이해관계자의 권리와 정당한 이익을 존중하고, 공정성과 포용성을 바탕으로 함께 성장할 수 있는 환경을 조성할 필요가 있다.
Organizations need to respect the rights and legitimate interests of diverse stakeholders affected by their activities and foster an environment for shared growth based on fairness and inclusion.
안전하고 건강한 조직환경 조성, 인권 존중, 평등과 다양성의 확대, 사회적 약자 보호, 이해관계자 권리보호 및 지역사회와의 상생협력은 사회적 가치를 구체화하는 중요한 요소가 될 수 있다.
Promoting a safe and healthy organizational environment, respecting human rights, advancing equality and diversity, protecting socially vulnerable groups and stakeholder rights, and strengthening mutually beneficial cooperation with local communities can serve as important elements in realizing Social Value.

Meaning of Community Value
공동체 가치는 조직이 구성원과 지역사회, 사회 및 다양한 이해관계자와 지속가능한 관계를 형성하고 공동의 발전에 기여함으로써 창출하는 가치를 의미한다.
Community Value refers to value created when an organization establishes sustainable relationships with its members, local communities, society, and diverse stakeholders and contributes to shared development.
조직은 독립적으로 존재하지 않는다. 사회와 공동체가 제공하는 제도와 인프라, 인적·사회적 자원 및 다양한 관계 속에서 활동하며, 동시에 조직의 의사결정과 활동은 지역경제와 고용, 환경, 생활안전, 사회적 신뢰 및 공동체의 지속가능성에 영향을 미칠 수 있다.
Organizations do not exist in isolation. They operate within institutions, infrastructure, human and social resources, and diverse relationships provided by society and communities, while their decisions and activities may affect regional economies, employment, the environment, everyday safety, social trust, and community sustainability.

복합적인 사회·경제·환경적 과제는 어느 하나의 조직만으로 해결하기 어렵다. 조직은 지역사회와 기업·공공기관, 교육·연구기관 및 다양한 사회 구성원과 협력하여 공동의 문제에 대응하고 새로운 가치를 창출할 수 있다.
Complex social, economic, and environmental challenges are difficult for any single organization to address alone. Organizations can respond to shared challenges and create new value through cooperation with local communities, corporations, public institutions, educational and research institutions, and diverse members of society.
신뢰를 기반으로 한 지속적인 협력관계는 공동체의 문제해결 역량과 회복력을 높이고 사회안전망과 공동체 신뢰를 강화하는 기반이 될 수 있으며, 조직과 공동체가 함께 지속가능하게 성장하는 데 기여할 수 있다.

혁신역량의 의미
Meaning of Innovation Capability
혁신역량은 조직이 변화하는 환경에 능동적으로 대응하고 새로운 가치를 지속적으로 창출할 수 있는 능력을 의미한다.
Innovation Capability refers to an organization’s ability to respond proactively to changing conditions and continuously create new value.
혁신은 새로운 기술의 도입이나 새로운 제품·서비스의 개발에만 한정되지 않는다. 조직의 전략과 운영체계, 조직문화, 인재육성, 연구개발과 창의성, 디지털 전환, 업무혁신 및 지속적인 개선을 통하여 변화에 대응하고 새로운 가치를 창출하는 종합적인 역량을 포함한다.
Innovation is not limited to the adoption of new technologies or the development of new products and services. It encompasses the comprehensive capacity to respond to change and create new value through organizational strategy and operational systems, organizational culture, talent development, research and development and creativity, digital transformation, operational innovation, and continuous improvement.
미래 대응
Future Readiness
미래 대응은 변화에 단순히 적응하는 능력을 넘어 새로운 기술과 산업구조, 사회·환경적 변화, 이해관계자의 새로운 요구 및 미래·신흥위험과 기회를 지속적으로 살펴보고 이에 선제적으로 대응할 수 있는 역량을 의미한다.
Future Readiness extends beyond the ability to adapt to change. It encompasses the capacity to continuously examine and proactively respond to emerging technologies and industrial structures, social and environmental change, evolving stakeholder expectations, and future and emerging risks and opportunities.
특히 AI와 디지털 기술을 비롯한 새로운 기술의 활용은 새로운 가치창출의 가능성과 함께 새로운 책임과 위험을 수반할 수 있으므로, 기술의 도입 자체보다 그 기회와 위험을 어떻게 인식하고 책임 있게 관리하는지를 함께 살펴볼 필요가 있다.
In particular, the use of new technologies, including AI and digital technologies, may create new opportunities for value creation while also giving rise to new responsibilities and risks. Accordingly, it is necessary to consider not merely the adoption of technology itself, but how organizations recognize and responsibly manage the opportunities and risks associated with its use.
따라서 혁신역량과 미래 대응은 새로운 기술이나 변화에 얼마나 빠르게 대응하는가뿐만 아니라, 그 변화가 만들어내는 기회와 위험을 균형 있게 인식하고 이해관계자와 공동체 및 미래세대에 미칠 수 있는 영향을 책임 있게 관리하는 역량까지 포함한다.
Innovation Capability and Future Readiness therefore encompass not only how quickly an organization responds to new technologies or other forms of change, but also its capacity to recognize and balance the opportunities and risks arising from such change and responsibly manage their potential impacts on stakeholders, communities, and future generations.
7. SEC 평가의 6대 기본원칙
7. Six Fundamental Principles of SEC Evaluation
SEC는 기업·공공기관 및 기타 조직에 대한 평가의 전문성과 신뢰성을 확보하기 위하여 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency), 신뢰성(Reliability)을 평가의 6대 기본원칙으로 한다.
SEC applies six Fundamental Principles—Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability—to ensure the professionalism and credibility of its evaluations of corporations, public institutions, and other organizations.
이러한 기본원칙은 특정 평가단계에만 적용되는 것이 아니라 평가방법론과 평가체계의 운영, 평가기준의 적용, 자료의 수집·분석·검증, 전문적 판단, 사실확인 및 평가결과의 확정에 이르는 평가 전반에 적용된다.
These Fundamental Principles are not limited to any particular stage of evaluation. They apply throughout the evaluation process, including the operation of the Evaluation Methodology and Evaluation Framework, application of Evaluation Criteria, data collection, analysis and verification, professional judgment, Factual Review, and finalization of evaluation results.
① 독립성
Independence
독립성(Independence)은 평가에 관한 전문적 판단이 외부의 부당한 영향이나 이해관계로부터 독립적으로 이루어져야 한다는 원칙이다.
Independence requires professional evaluation judgments to be made free from inappropriate external influence or conflicts of interest.
평가기준의 적용과 평가결과의 도출은 정치적·경제적 이해관계나 특정 이해관계자의 부당한 요구에 따라 영향을 받아서는 안 되며, 평가업무는 정해진 기준과 절차에 따라 독립적으로 수행되어야 한다.
The application of Evaluation Criteria and determination of evaluation results must not be improperly influenced by political or economic interests or by the improper demands of particular stakeholders, and evaluation activities must be conducted independently in accordance with established standards and procedures.
SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과·평가등급 또는 인증결정에 부당한 영향을 미치지 않도록 관리한다. 특히 평가결과·평가등급 또는 인증결정의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않으며, 평가업무와 기타 사업 사이에서 발생할 수 있는 이해상충을 식별·예방·관리한다.
SEC manages its economic and business relationships with evaluation subjects to ensure that such relationships do not improperly influence individual evaluation results, Ratings, or certification decisions. In particular, SEC does not request or accept monetary or other economic benefits in exchange for favorable changes to evaluation results, Ratings, or certification decisions, and identifies, prevents, and manages potential conflicts of interest between evaluation activities and other business activities.
경제적·사업적 관계의 존재 여부 또는 재정적 기여 여부는 그 자체로 개별 평가결과·평가등급 또는 인증결정을 유리하거나 불리하게 하는 근거가 될 수 없으며, SEC는 필요한 경우 업무분리, 정보차단, 제척·회피 등 적절한 이해상충 관리조치를 적용한다.
The existence or absence of an economic or business relationship, or of a financial contribution, may not in itself constitute a basis for favorably or adversely affecting individual evaluation results, Ratings, or certification decisions. Where necessary, SEC applies appropriate conflict-of-interest safeguards, including separation of functions, information barriers, recusal, and avoidance.
② 공정성
Fairness
공정성(Fairness)은 모든 평가대상에 대하여 정해진 기준과 절차를 일관되게 적용하고 특정 조직에 부당하게 유리하거나 불리한 판단을 배제하는 원칙이다.
Fairness requires established standards and procedures to be applied consistently to all evaluation subjects and excludes judgments that unfairly favor or disadvantage any particular organization.
평가대상의 유형·규모·기능·사업특성 및 운영환경 등을 고려할 필요가 있는 경우에도 관련 평가기준과 평가목적의 범위 안에서 합리적이고 일관되게 적용하며, 평가와 관련한 이해상충 가능성을 적절하게 관리한다.
Even where the type, scale, functions, operational characteristics, and operating environment of an evaluation subject need to be considered, such considerations are applied reasonably and consistently within the scope of applicable Evaluation Criteria and evaluation purposes, and potential conflicts of interest relating to evaluation are appropriately managed.
평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
Taking the characteristics of an evaluation subject into account does not mean arbitrarily changing the applicable Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.
③ 객관성
Objectivity
객관성(Objectivity)은 평가가 객관적으로 확인 가능한 자료와 사전에 정립된 평가기준을 바탕으로 이루어져야 한다는 원칙이다.
Objectivity requires evaluations to be based on objectively verifiable information and established Evaluation Criteria.
평가자료의 수집과 분석, 정량·정성평가 및 결과검증 과정에서는 사실과 근거를 중심으로 판단하며, 특정 개인이나 조직의 주관적 의견이나 선입견이 평가결과를 좌우하지 않도록 한다.
Data collection and analysis, quantitative and qualitative evaluation, and validation of evaluation results are based on facts and evidence, while subjective opinions or preconceptions of particular individuals or organizations should not determine evaluation outcomes.
④ 전문성
Professionalism
전문성(Professionalism)은 평가가 해당 분야에 대한 지식과 경험, 체계적인 평가방법론 및 전문적인 판단을 바탕으로 수행되어야 한다는 원칙이다.
Professionalism requires evaluations to be conducted on the basis of relevant knowledge and experience, systematic Evaluation Methodology, and professional judgment.
책임경영 평가는 단순한 자료수집이나 수치비교만으로 이루어질 수 없다. 조직의 유형과 규모, 기능, 사업특성, 운영환경과 제도적 여건 및 다양한 정량·정성 정보를 종합적으로 분석하고 관련 평가기준에 따라 합리적으로 판단할 수 있는 전문역량이 필요하다.
Responsible Management evaluation cannot be conducted through data collection or numerical comparison alone. It requires professional capability to comprehensively analyze an organization’s type, scale, functions, operational characteristics, operating environment, institutional conditions, and diverse quantitative and qualitative information and to make reasoned judgments according to applicable Evaluation Criteria.
SEC는 평가방법론과 평가기준에 대한 지속적인 연구·검토, 전문역량 강화 및 평가품질 관리를 통하여 평가의 전문성을 지속적으로 발전시킨다.
SEC continuously advances evaluation professionalism through ongoing research and review of its Evaluation Methodology and Evaluation Criteria, enhancement of professional capabilities, and evaluation quality management.
⑤ 투명성
Transparency
투명성(Transparency)은 평가체계와 평가기준 및 평가절차를 명확하고 일관되게 운영하고, 평가대상과 이해관계자가 평가의 기본적인 구조와 원칙을 이해할 수 있도록 하는 원칙이다.
Transparency requires the Evaluation Framework, Evaluation Criteria, and evaluation procedures to be operated clearly and consistently and enables evaluation subjects and stakeholders to understand the fundamental structure and principles of evaluation.
투명성은 평가와 관련한 모든 내부정보를 공개한다는 의미가 아니다. SEC는 평가체계의 기본구조와 평가원칙 및 주요 절차를 합리적인 범위에서 투명하게 운영하는 한편, 세부 평가기준, 판단기준, 점수·배점 및 가중치, 산출방식, 내부 조정기준, 구체적인 평가기법 등 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 보호할 필요가 있는 정보는 평가 수행에 필요한 범위에서 제한적으로 관리·공유하며 비공개를 원칙으로 한다.
Transparency does not mean that all internal information relating to evaluation must be disclosed. SEC operates the fundamental structure, Evaluation Principles, and major procedures of its evaluation system with an appropriate level of transparency, while detailed Evaluation Criteria, judgment standards, scores and point allocations, weights, calculation methods, internal adjustment standards, specific evaluation techniques, and other information requiring protection to safeguard the Independence, Fairness, Objectivity, and Reliability of evaluation are managed and shared on a restricted basis only to the extent necessary for conducting evaluations and, in principle, remain non-public.
이러한 비공개 원칙은 평가체계의 투명성을 제한하기 위한 것이 아니라, 평가기준의 자의적 이용이나 평가과정에 대한 부당한 개입을 방지하고 평가의 전문성과 독립성을 보호하기 위한 것이다.
This principle of non-disclosure is not intended to reduce the transparency of the Evaluation Framework, but to prevent arbitrary use of Evaluation Criteria or improper interference in the evaluation process and to protect the professionalism and Independence of evaluation.
⑥ 신뢰성
Reliability
신뢰성(Reliability)은 평가자료와 평가과정, 평가기준의 적용 및 평가결과가 일관되고 검증 가능한 방식으로 관리되어야 한다는 원칙이다.
Reliability requires evaluation materials, evaluation processes, the application of Evaluation Criteria, and evaluation results to be managed in a consistent and verifiable manner.
평가자료의 정확성을 확인하고 평가과정에서 발생할 수 있는 오류를 최소화하며 필요한 검증과 사실확인 절차를 통하여 평가결과의 품질을 지속적으로 관리하는 것은 신뢰성을 확보하기 위한 중요한 요소이다.
Verifying the accuracy of evaluation materials, minimizing potential errors in the evaluation process, and continuously managing the quality of evaluation results through necessary validation and Factual Review procedures are important elements for ensuring Reliability.
신뢰성은 독립성·공정성·객관성·전문성·투명성이 평가과정에서 실질적으로 구현되고, 평가자료와 판단 및 결과가 일관되고 검증 가능한 방식으로 관리될 때 더욱 강화된다.
Reliability is further strengthened when Independence, Fairness, Objectivity, Professionalism, and Transparency are effectively implemented throughout the evaluation process and when evaluation materials, judgments, and results are managed in a consistent and verifiable manner.
8. 평가철학과 기본원칙의 체계적 관계
8. Systematic Relationship Between Evaluation Philosophy and Fundamental Principles
제2장에서 제시한 「영향에 상응하는 책임」과 5대 이론적 토대가 WFSRI의 이론적 기반을 형성한다면, 본 장에서 제시한 책임경영·지속가능성·공공가치·사회적 가치·공동체 가치·혁신역량과 미래 대응은 그 이론을 SEC 평가철학의 핵심가치로 구체화한다.
While “Responsibility Corresponding to Impact” and the five theoretical foundations presented in Chapter II establish the theoretical basis of the WFSRI, the values presented in this chapter—Responsible Management, Sustainability, Public Value, Social Value, Community Value, and Innovation Capability and Future Readiness—translate that theoretical basis into the core values of SEC’s Evaluation Philosophy.
그리고 독립성·공정성·객관성·전문성·투명성·신뢰성의 6대 기본원칙은 이러한 평가철학이 실제 평가과정에서 일관되고 전문적으로 구현되도록 하는 기본적인 운영원칙을 형성한다.
The six Fundamental Principles of Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability provide the fundamental operating principles through which this Evaluation Philosophy is implemented consistently and professionally in the evaluation process.
