    1. Overview of the SEC Evaluation Framework

     

     

    SEC 평가체계(SEC Evaluation Framework)는 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가하기 위하여 평가철학과 평가방법론, 평가부문과 하위평가항목 및 평가지표를 상호 연결하는 통합적인 평가구조이다.

     

    The SEC Evaluation Framework is an integrated evaluation architecture that interconnects the Evaluation Philosophy and Evaluation Methodology with Evaluation Domains, Evaluation Pillars, and Evaluation Indicators in order to objectively and systematically evaluate the Responsible Management of corporations, public institutions, and other organizations.

     

    SEC 평가체계는 앞서 제시한 WFSRI의 평가철학과 이론적 토대, SEC 평가철학의 핵심가치와 기본원칙을 실제 평가에 구현하기 위한 구조적 기반을 제공한다.

     

    The SEC Evaluation Framework provides the structural foundation for translating the Evaluation Philosophy and theoretical foundations of the WFSRI, together with the core values and Fundamental Principles of SEC’s Evaluation Philosophy presented in the preceding chapters, into actual evaluation.

     

    SEC는 책임경영을 특정 영역이나 하나의 성과지표만으로 판단하지 않는다. 조직의 정책과 제도, 전략과 의사결정, 사업·정책·서비스와 활동, 운영체계, 투자와 자원배분, 리스크관리, 이해관계자 관계, 성과와 영향 및 설명책임 등을 상호 연계하여 살펴볼 수 있도록 평가체계를 구성한다.

     

    SEC does not assess Responsible Management through a particular area or a single performance indicator. The Evaluation Framework is structured to enable interconnected consideration of organizational policies and systems, strategy and decision-making, businesses, policies, services and activities, operational systems, investment and resource allocation, Risk Management, stakeholder relationships, performance and impacts, and accountability.

     

    이러한 구조는 조직의 현재 성과뿐만 아니라 책임경영의 실질적인 실행, 지속가능성, 장기적인 위험과 기회, 미래 변화에 대한 대응역량 및 미래 경쟁력을 종합적인 관점에서 평가하기 위한 것이다.

     

    This structure is intended to enable a comprehensive evaluation of not only present organizational performance but also the substantive implementation of Responsible Management, Sustainability, long-term risks and opportunities, the capacity to respond to future change, and Future Competitiveness.

     

    SEC는 앞서 설명한 WFSRI 연구성과를 토대로 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 SEC 평가지표 체계(SEC Indicator System)를 수립·운영하고 지속적으로 고도화한다.

     

    Building on the WFSRI research outcomes described in the preceding chapters, SEC establishes, operates, and continuously advances the SEC Evaluation Methodology, SEC Evaluation Framework, and SEC Indicator System.

     

     

     

    2. SEC 평가체계의 구조

    2. Structure of the SEC Evaluation Framework

     

     

    SEC 평가체계는 평가철학과 평가방법론을 실제 평가에 적용하고, 9대 평가부문, 27개 하위평가항목 및 159개 세부평가지표를 통하여 도출된 책임경영 평가결과가 WF책임경영지수(WFSRI) 산출로 연결될 수 있도록 단계적으로 구성된다.

     

    The SEC Evaluation Framework is structured progressively to apply the Evaluation Philosophy and Evaluation Methodology to actual evaluation and to connect Responsible Management evaluation results derived through 9 Evaluation Domains, 27 Evaluation Pillars, and 159 Detailed Evaluation Indicators to the derivation of the WF Sustainable Responsibility Index (WFSRI).

    이 구조에서 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)는 159개 세부평가지표와 별도로 구성되는 추가 지표가 아니라, 책임경영의 핵심가치와 주요 평가요소를 평가결과에 실질적으로 반영하기 위하여 159개 세부평가지표 가운데 선정된 핵심지표이다.

     

    Within this structure, the 50 SEC Core Value Indicators (CVIs) are not additional indicators separate from the 159 Detailed Evaluation Indicators. Rather, they are core indicators selected from among the 159 Detailed Evaluation Indicators to ensure that the core values and principal elements of Responsible Management are meaningfully reflected in the evaluation results.

     

    각 단계는 독립적으로 분리된 평가요소의 단순한 결합이 아니라 평가철학에서 평가방법론, 평가체계와 평가지표, 평가결과 및 WFSRI에 이르기까지 책임경영 평가의 논리적 연속성을 형성한다.

     

    Each stage is not merely a combination of independently separated evaluation elements, but forms a logical continuum of Responsible Management evaluation extending from the Evaluation Philosophy and Evaluation Methodology through the Evaluation Framework and Evaluation Indicators to evaluation results and the WFSRI.

     

     

     

    3. 평가체계의 설계방향

    3. Design Orientation of the Evaluation Framework

     

     

    SEC 평가체계는 앞서 제시한 6대 기본원칙을 기반으로 책임경영의 다양한 영역을 하나의 체계 안에서 종합적으로 살펴볼 수 있도록 설계한다.

     

    The SEC Evaluation Framework is designed on the basis of the six Fundamental Principles presented in the preceding chapter to enable diverse areas of Responsible Management to be considered comprehensively within a single framework.

    책임경영과 지속가능성을 환경·사회·거버넌스 등 각각의 영역으로만 분리하여 판단하지 않고, 각 영역의 상호관계와 조직의 의사결정 및 운영 전반에 미치는 영향을 함께 고려한다.

     

    Responsible Management and Sustainability are not assessed solely by separating them into Environmental, Social, Governance, or other individual areas. The interrelationships among these areas and their implications across organizational decision-making and operations are considered together.

     

     

    영향과 책임의 연계

    Linkage Between Impact and Responsibility

     

     

    조직의 규모나 외형적 성과만을 중심으로 판단하지 않고, 조직의 의사결정과 활동이 사람과 환경, 사회, 이해관계자와 공동체 및 미래세대에 미치는 영향과 이에 상응하는 책임의 이행을 함께 살펴본다.

     

    Evaluation does not focus solely on organizational scale or visible performance. It considers the impacts of organizational decisions and activities on people, the environment, society, stakeholders, communities, and Future Generations, together with the fulfillment of responsibilities corresponding to those impacts.

    Evaluation considers not only present performance and the implementation of Responsible Management but also long-term Sustainability, risks and opportunities, impacts on Future Generations, the capacity to respond to changing future conditions, and Future Competitiveness.

    평가판단은 객관적으로 확인 가능한 자료와 근거를 중심으로 이루어지며, 평가자료의 출처와 신뢰성, 관련성 및 검증가능성을 중요하게 고려한다.

     

    Evaluation judgments are based primarily on objectively verifiable information and evidence, with careful consideration given to the source, reliability, relevance, and verifiability of evaluation materials.

    SEC 평가체계는 특정 시점의 경영·운영환경에 고정된 구조가 아니다. 사회·환경·산업·기술의 변화와 새롭게 등장하는 책임의 영역을 지속적으로 연구하고, 필요한 경우 정해진 절차에 따라 평가방법론, 평가체계 및 평가지표 체계를 검토·개선한다.

     

    The SEC Evaluation Framework is not a structure fixed to the management and operating conditions of a particular point in time. SEC continuously studies changes in society, the environment, industry, and technology, as well as emerging areas of responsibility, and, where necessary, reviews and improves the Evaluation Methodology, Evaluation Framework, and Indicator System in accordance with established procedures.

     

     

    4. 평가체계의 계층적 구성

    4. Hierarchical Structure of the Evaluation Framework

     

     

    SEC 평가체계의 실질적인 평가구조는 9대 평가부문(Evaluation Domains), 27개 하위평가항목(Evaluation Pillars), 159개 세부평가지표(Detailed Evaluation Indicators)로 단계적으로 구성된다.

     

    The substantive evaluation architecture of the SEC Evaluation Framework is progressively structured through 9 Evaluation Domains, 27 Evaluation Pillars, and 159 Detailed Evaluation Indicators.

     

    9대 평가부문은 책임경영 평가의 주요 영역을 구분하는 최상위 평가구조이며, 27개 하위평가항목은 각 평가부문의 평가목적과 범위를 보다 구체화하는 중간 평가구조이다.

     

    The 9 Evaluation Domains constitute the highest-level structure for organizing the principal areas of Responsible Management evaluation, while the 27 Evaluation Pillars form the intermediate structure that further specifies the purposes and scope of each Evaluation Domain.

     

    159개 세부평가지표는 이러한 평가부문과 하위평가항목을 실제 평가에 적용하기 위한 세부적인 평가단위를 구성한다.

     

    The 159 Detailed Evaluation Indicators constitute the detailed evaluation units through which the Evaluation Domains and Evaluation Pillars are applied in actual evaluation.

     

    이 가운데 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)는 책임경영의 핵심가치와 주요 평가요소가 평가결과에 실질적으로 반영될 수 있도록 159개 세부평가지표 가운데 선정된 핵심지표이다.

     

    Among them, 50 SEC Core Value Indicators (CVIs) are core indicators selected from among the 159 Detailed Evaluation Indicators to ensure that the core values and principal elements of Responsible Management are meaningfully reflected in the evaluation results.

     

    따라서 SEC 평가체계의 계층적 관계는 다음과 같이 정리된다.

    9대 평가부문과 27개 하위평가항목의 구체적인 내용은 제5장에서, 159개 세부평가지표의 구조와 기능은 제6장에서, 50개 SEC 핵심가치지표(CVIs)의 개념과 역할은 제7장에서 각각 설명한다.

     

    The specific content of the 9 Evaluation Domains and 27 Evaluation Pillars is explained in Chapter V, the structure and functions of the 159 Detailed Evaluation Indicators in Chapter VI, and the concept and role of the 50 SEC Core Value Indicators (CVIs) in Chapter VII.

     

     

     

    5. 평가대상에 대한 공통 적용원칙

    5. Common Application Principles Across Evaluation Subjects

     

     

    SEC 평가지표 체계는 기업·공공기관 및 기타 평가대상에 대하여 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하는 것을 원칙으로 한다.

     

    As a general principle, the SEC Indicator System consistently applies common fundamental values and evaluation purposes of Responsible Management across corporations, public institutions, and other evaluation subjects.

     

    다만 기업·공공기관 및 기타 조직은 설립목적과 법적 지위, 규모, 기능, 사업·정책·서비스, 운영환경 및 이해관계자와의 관계 등이 서로 다를 수 있다. 따라서 SEC는 평가대상의 유형·규모·기능·사업특성·운영환경과 해당 지표의 실질적 관련성 및 적용가능성을 고려하여 세부평가지표를 적용한다.

     

    However, corporations, public institutions, and other organizations may differ in their purposes of establishment, legal status, scale, functions, businesses, policies, services, operating environments, and stakeholder relationships. Accordingly, SEC applies the Detailed Evaluation Indicators by considering the type, scale, functions, operational characteristics, and operating environment of each evaluation subject, as well as the substantive relevance and applicability of each indicator.

     

    조직유형에 따라 제도·조직·사업·정책·서비스·업무 및 이행방식이 서로 다른 경우에도 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영할 수 있다. 즉, 같은 목적을 평가하되 같은 형식을 일률적으로 요구하지 않는다.

     

    Where systems, organizational arrangements, businesses, policies, services, work processes, or implementation methods differ according to organizational type, reasonable and objectively verifiable means of implementation and performance that achieve the same evaluation purpose may be reflected in the evaluation. In other words, the same purpose is evaluated without uniformly requiring the same form.

     

    세부평가지표의 적용 여부와 적용수준은 평가대상의 실제 기능과 사업·정책·서비스, 중요한 영향과 위험, 이해관계자 관계, 조달·공급망·가치사슬, 기술·데이터 활용, 환경적 영향 등 객관적으로 확인 가능한 사항을 토대로 판단한다. 조직의 규모와 기능 및 해당 지표의 중요성을 고려하여 평가범위와 요구수준을 합리적이고 비례적으로 적용할 수 있다.

     

    The applicability and level of application of a Detailed Evaluation Indicator are determined on the basis of objectively verifiable factors, including the actual functions, businesses, policies, and services of the evaluation subject; material impacts and risks; stakeholder relationships; procurement, supply chains, and value chains; the use of technology and data; and environmental impacts. The scope and level of evaluation may be applied reasonably and proportionately, taking into account the scale and functions of the organization and the materiality of the relevant indicator.

     

    평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다. 평가대상별 차등적 적용이나 적용제외(N/A)는 사전에 정해진 객관적이고 합리적인 적용가능성 판단기준에 따라 이루어진다.

     

    Taking the characteristics of an evaluation subject into account does not mean arbitrarily changing the same Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject. Differentiated application or a determination of Not Applicable (N/A) is made in accordance with pre-established, objective, and reasonable applicability criteria.

     

    특정 세부평가지표가 평가대상에 실질적으로 적용되지 않는다고 판단하는 경우에는 해당 지표의 평가목적, 기능적 대응 가능성, 실질적 관련성 및 적용가능성을 객관적으로 검토하여 판단한다. 단순한 미이행, 관련 정책이나 제도의 부재 또는 관련 정보의 비공개만을 이유로 해당 지표를 적용대상에서 제외하지 않는다.

     

    Where a particular Detailed Evaluation Indicator is determined not to be substantively applicable to an evaluation subject, such determination is made through an objective review of the indicator’s evaluation purpose, functional equivalence, substantive relevance, and applicability. Mere non-performance, the absence of a relevant policy or system, or the non-disclosure of relevant information does not by itself constitute a basis for excluding the indicator from application.

     

    동일한 자료가 둘 이상의 세부평가지표를 판단하기 위한 평가근거로 활용될 수는 있으나, 동일한 활동·성과·영향을 동일한 평가목적으로 반복하여 인정하지 않는다. 이를 통해 평가영역 간 연계성을 유지하면서도 중복평가를 방지한다.

     

    The same information may serve as evaluation evidence for more than one Detailed Evaluation Indicator; however, the same activity, performance, or impact is not recognized repeatedly for the same evaluation purpose. This approach maintains linkages across evaluation areas while preventing duplicate evaluation.

     

     

    6. 평가체계와 WFSRI의 연계

    6. Linkage Between the Evaluation Framework and the WFSRI

     

     

    SEC 평가체계와 WF책임경영지수(WFSRI)는 서로 구별되면서도 유기적으로 연결된다.

     

    The SEC Evaluation Framework and the WF Sustainable Responsibility Index (WFSRI) are distinct but organically connected.

     

    SEC 평가체계는 책임경영 평가를 수행하기 위한 구조이며, WFSRI는 SEC 평가방법론과 SEC 평가체계를 기반으로 도출된 책임경영 평가결과를 종합적으로 반영하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

     

    The SEC Evaluation Framework provides the structure through which Responsible Management evaluation is conducted, while the WFSRI is SEC’s Comprehensive Evaluation Index, derived by comprehensively reflecting Responsible Management evaluation results based on the SEC Evaluation Methodology and SEC Evaluation Framework.

     

    따라서 SEC 평가체계의 각 단계는 WFSRI 자체를 의미하지 않는다. SEC 평가철학과 평가방법론을 기반으로 9대 평가부문, 27개 하위평가항목, 159개 세부평가지표 및 그 가운데 선정된 50개 SEC 핵심가치지표(CVIs)를 통하여 책임경영 평가가 이루어지고, 그 평가결과의 종합이 WFSRI 산출로 연결된다.

     

    Accordingly, the individual stages of the SEC Evaluation Framework do not themselves constitute the WFSRI. Based on the SEC Evaluation Philosophy and Evaluation Methodology, Responsible Management evaluation is conducted through 9 Evaluation Domains, 27 Evaluation Pillars, 159 Detailed Evaluation Indicators, and 50 SEC Core Value Indicators (CVIs) selected from among the 159 indicators, and the integration of those evaluation results leads to the derivation of the WFSRI.

     

    WFSRI는 개별 평가지표의 단순한 합계를 의미하지 않는다. 각 세부평가지표에 대한 평가와 핵심가치지표(CVI)의 적용 및 평가결과의 종합은 SEC 평가방법론에 따라 이루어진다.

     

    The WFSRI does not represent a simple sum of individual Evaluation Indicators. The evaluation of each Detailed Evaluation Indicator, the application of the Core Value Indicators (CVIs), and the integration of evaluation results are conducted in accordance with the SEC Evaluation Methodology.

     

    WFSRI 산출과 평가결과의 종합방식은 제8장에서 보다 구체적으로 설명하며, WFSRI와 SEC WFSRI Rating 및 SEC WFSRI Certification의 관계는 제9장과 제10장에서 각각 설명한다.

     

    The derivation of the WFSRI and the integration of evaluation results are explained in greater detail in Chapter VIII, while the relationship of the WFSRI to the SEC WFSRI Rating and SEC WFSRI Certification is addressed in Chapters IX and X, respectively.
