Principles for the Application of Evaluation Indicators
SEC는 기업·공공기관 및 기타 조직의 책임경영을 공정하고 객관적으로 평가하기 위하여 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하면서 평가대상의 특성과 각 세부평가지표의 실질적 관련성 및 적용가능성을 합리적으로 고려한다.
SEC consistently applies the common fundamental values and evaluation purposes of Responsible Management while reasonably considering the characteristics of each evaluation subject and the substantive relevance and applicability of each Detailed Evaluation Indicator in order to fairly and objectively evaluate the Responsible Management of corporations, public institutions, and other organizations.
기업과 공공기관 및 기타 조직은 설립목적과 법적·제도적 환경, 규모와 기능, 조직구조, 사업과 업무 및 운영방식 등이 서로 다를 수 있다. SEC는 이러한 차이를 고려하되 평가목적과 기준의 일관성을 유지하여 서로 다른 조직을 합리적으로 평가할 수 있도록 세부평가지표를 적용한다.
Corporations, public institutions, and other organizations may differ in their purposes of establishment, legal and institutional environments, scale and functions, organizational structures, businesses and activities, and operating methods. SEC considers these differences while maintaining consistency in evaluation purposes and criteria so that Detailed Evaluation Indicators can be reasonably applied across different types of organizations.
Ⅰ. 공통적인 평가목적과 기준의 일관된 적용
I. Consistent Application of Common Evaluation Purposes and Criteria
SEC는 평가대상의 유형과 특성이 서로 다르더라도 책임경영의 공통적인 기본가치와 각 세부평가지표가 추구하는 평가목적을 일관되게 적용한다.
SEC consistently applies the common fundamental values of Responsible Management and the evaluation purpose of each Detailed Evaluation Indicator even where evaluation subjects differ in type and characteristics.
평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
Taking the characteristics of an evaluation subject into account does not mean arbitrarily changing the applicable Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.
SEC는 동일하거나 실질적으로 유사한 평가상황에 대하여 평가기준이 일관되게 적용될 수 있도록 평가과정을 관리한다.
SEC manages the evaluation process to support the consistent application of Evaluation Criteria to the same or substantively similar evaluation circumstances.

II. Characteristics of Evaluation Subjects and Substantive Relevance
SEC는 세부평가지표를 적용할 때 평가대상의 유형·규모·기능·사업특성·운영환경과 해당 지표가 평가대상의 활동 및 영향과 실질적으로 관련되는지를 함께 고려한다.
When applying a Detailed Evaluation Indicator, SEC considers the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, together with whether the indicator is substantively relevant to the subject’s activities and impacts.
기업과 공공기관 및 기타 조직은 수행하는 역할과 기능이 서로 다를 수 있으므로 동일한 책임이 서로 다른 제도·조직·사업·업무 또는 운영방식을 통해 이행될 수 있다.
Because corporations, public institutions, and other organizations may perform different roles and functions, the same responsibility may be fulfilled through different systems, organizational arrangements, businesses, activities, or operating methods.
SEC는 외형적인 형식의 동일성보다 해당 평가요소가 추구하는 목적과 기능이 실질적으로 구현되고 있는지를 중심으로 평가한다.
SEC focuses on whether the purpose and function of the relevant evaluation element are substantively implemented rather than requiring identical external forms.

III. Common Evaluation Purposes and Diverse Means of Implementation
조직유형에 따라 제도·조직·사업·업무 및 이행방식이 서로 다른 경우에도 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영할 수 있다.
Even where systems, organizational structures, businesses, activities, and means of implementation differ according to organizational type, reasonable and objectively verifiable means of implementation and outcomes that achieve the same evaluation purpose may be reflected in the evaluation.
기업의 이사회와 공공기관의 이에 상응하는 최고의사결정기구, 기업의 소비자·고객과 공공기관의 국민·이용자·수혜자, 기업의 공급망과 공공기관의 조달·구매·외주·위탁 및 협력관계 등은 조직의 유형과 기능에 따라 그 형태가 다를 수 있다.
A corporate board and an equivalent highest decision-making body of a public institution, corporate consumers and customers and citizens, users, and beneficiaries of public institutions, and corporate supply chains and the procurement, purchasing, outsourcing, entrusted operations, and cooperative relationships of public institutions may take different forms according to organizational type and function.
SEC는 이러한 차이를 기계적으로 동일한 형식에 맞추기보다 해당 평가목적과 기능에 상응하는 제도와 활동 및 성과가 실질적으로 존재하고 객관적으로 확인되는지를 평가한다.
Rather than mechanically requiring such differences to conform to an identical form, SEC evaluates whether systems, activities, and outcomes corresponding to the relevant evaluation purpose and function substantively exist and can be objectively verified.
같은 목적을 평가하되 같은 형식을 강제하지 않는다.
The same purpose is evaluated without requiring the same form.
Ⅳ. 중요성과 비례성의 고려
IV. Consideration of Materiality and Proportionality
SEC는 세부평가지표를 적용할 때 해당 평가요소가 평가대상의 사업과 업무, 이해관계자, 사회와 환경 및 지속가능성에 미칠 수 있는 영향의 중요성을 고려한다.
When applying Detailed Evaluation Indicators, SEC considers the significance of the potential impacts of the relevant evaluation element on the evaluation subject’s businesses and activities, stakeholders, society and the environment, and Sustainability.
동일한 평가요소라도 조직의 규모와 기능, 사업특성, 영향의 범위와 정도 및 관련 위험 등에 따라 그 중요성이 다르게 나타날 수 있으므로, 평가목적과 기준의 일관성을 유지하면서 이러한 차이를 합리적으로 고려한다.
The significance of the same evaluation element may vary according to organizational scale and functions, operational characteristics, the scope and degree of impacts, and related risks. SEC reasonably considers such differences while maintaining consistency in evaluation purposes and criteria.
Ⅴ. 객관적으로 확인 가능한 평가근거
V. Objectively Verifiable Evaluation Evidence
SEC는 세부평가지표의 평가에서 객관적으로 확인 가능한 자료와 근거를 중심으로 판단한다.
SEC evaluates Detailed Evaluation Indicators primarily on the basis of objectively verifiable materials and evidence.
특정한 명칭이나 형식의 정책·제도 또는 자료가 존재하지 않더라도 동일한 평가목적과 기능을 수행하는 제도와 활동 및 성과가 합리적이고 객관적으로 확인되는 경우 이를 평가근거로 검토할 수 있다.
Even where a policy, system, or document bearing a particular name or form does not exist, systems, activities, and outcomes that fulfill the same evaluation purpose and function may be considered as evaluation evidence where they can be reasonably and objectively verified.
반대로 정책이나 제도의 명칭 또는 관련 문서가 존재한다는 사실만으로 해당 평가목적이 실질적으로 달성되고 있다고 판단하지 않으며, 실제 운영과 이행 및 관련 성과와 근거를 함께 살펴본다.
Conversely, the mere existence of a policy or system by name or of related documentation does not establish that the relevant evaluation purpose has been substantively achieved. Actual operations, implementation, related performance, and supporting evidence are also considered.
Ⅵ. 적용가능성의 판단
VI. Determination of Applicability
세부평가지표는 평가대상과 해당 평가요소 사이에 실질적인 관련성과 적용가능성이 있는지를 검토하여 적용한다.
Detailed Evaluation Indicators are applied after considering whether substantive relevance and applicability exist between the evaluation subject and the relevant evaluation element.
평가대상의 기능과 사업 및 업무의 성격상 특정 세부평가지표를 합리적으로 적용하기 어려운 경우에는 해당 지표의 평가목적과 기능, 평가대상과의 관련성 및 적용가능성을 종합적으로 검토한다.
Where a particular Detailed Evaluation Indicator cannot reasonably be applied because of the functions, businesses, or activities of the evaluation subject, SEC comprehensively considers the purpose and function of the indicator and its relevance and applicability to the evaluation subject.
평가대상의 이행실적이 부족하거나 관련 정책·제도가 마련되어 있지 않다는 이유 또는 필요한 정보가 충분히 공개되지 않았다는 이유만으로 해당 지표를 적용할 수 없는 것으로 판단하지 않는다.
Insufficient implementation performance, the absence of a relevant policy or system, or insufficient disclosure of necessary information does not, by itself, mean that the relevant indicator is not applicable.
적용가능성에 관한 판단은 특정 평가대상에 임의적인 유·불리를 부여하기 위한 수단으로 사용하지 않으며, 정해진 평가기준과 절차에 따라 일관되게 관리한다.
Determinations of applicability are not used as a means of arbitrarily favoring or disadvantaging a particular evaluation subject and are managed consistently in accordance with established Evaluation Criteria and procedures.
Ⅶ. 중복평가의 방지
VII. Prevention of Duplicate Recognition
책임경영의 여러 영역은 서로 연계되어 있으므로 동일한 자료나 활동이 둘 이상의 세부평가지표와 관련될 수 있다.
Because different areas of Responsible Management are interconnected, the same information or activity may be relevant to more than one Detailed Evaluation Indicator.
동일한 자료가 둘 이상의 세부평가지표를 판단하기 위한 평가근거로 활용될 수는 있으나, 동일한 활동·성과·영향을 동일한 평가목적으로 반복하여 인정하지 않는다.
The same information may be used as evaluation evidence for more than one Detailed Evaluation Indicator; however, the same activity, performance, or impact is not repeatedly recognized for the same evaluation purpose.
SEC는 각 세부평가지표의 평가목적과 기능을 기준으로 관련 자료와 성과를 검토하여 평가결과가 불합리하게 중복 반영되지 않도록 관리한다.
SEC reviews relevant information and performance according to the purpose and function of each Detailed Evaluation Indicator and manages the evaluation process to prevent unreasonable duplicate recognition in evaluation results.
Ⅷ. 성과·영향 및 지속적인 개선
VIII. Performance, Impact and Continuous Improvement
SEC는 책임경영을 정책과 제도의 구축 여부만으로 평가하지 않고 실제 운영과 이행, 성과와 영향 및 지속적인 개선이 이루어지고 있는지를 함께 살펴본다.
SEC does not evaluate Responsible Management solely on whether policies and systems have been established but also considers actual operations and implementation, performance and impacts, and continuous improvement.
조직이 설정한 목표와 실행과정, 실제 성과와 변화, 주요 영향에 대한 대응 및 평가결과를 향후 개선으로 연결하기 위한 노력 등을 해당 세부평가지표의 목적과 특성에 따라 종합적으로 검토한다.
SEC comprehensively considers, according to the purpose and characteristics of the relevant Detailed Evaluation Indicator, organizational objectives, implementation processes, actual performance and changes, responses to significant impacts, and efforts to use evaluation outcomes for future improvement.
이를 통해 SEC는 형식적인 제도나 선언의 존재보다 책임경영이 조직의 실제 의사결정과 운영 및 성과에 실질적으로 구현되고 있는지를 중심으로 평가한다.
Through this approach, SEC focuses on whether Responsible Management is substantively implemented in actual organizational decision-making, operations, and performance rather than merely on the existence of formal systems or declarations.
