1. SEC WFSRI Certification의 개요와 목적

1. Overview and Purpose of the SEC WFSRI Certification

 

 

SEC WFSRI Certification은 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)와 관련 평가결과를 기초로, 별도의 인증기준과 운영기준에 따라 일정한 인증요건을 충족한 기업·공공기관 및 기타 조직에 적용되는 책임경영 인증제도이다.

 

The SEC WFSRI Certification is a Responsible Management certification system applied to corporations, public institutions, and other organizations that satisfy specified certification requirements under separate certification criteria and operational standards, based on the WF Sustainable Responsibility Index (WFSRI) and related evaluation results.

 

SEC WFSRI Certification은 WFSRI가 산출되거나 SEC WFSRI Rating이 부여되었다는 이유만으로 자동적으로 부여되는 것이 아니며, 인증 여부는 관련 인증기준과 별도의 인증절차에 따라 심사·결정한다.

 

SEC WFSRI Certification is not automatically granted solely because a WFSRI has been derived or an SEC WFSRI Rating has been assigned. Certification is separately reviewed and determined in accordance with applicable certification criteria and separate certification procedures.

 

특히 SEC WFSRI Rating의 BB(Certified)에서 ‘Certified’는 Rating 체계상의 등급명이며, 별도의 SEC WFSRI Certification을 의미하지 않는다.

 

In particular, the term “Certified” in the BB (Certified) grade of the SEC WFSRI Rating is the designation of a rating grade within the Rating system and does not constitute separate SEC WFSRI Certification.

 

SEC WFSRI Certification은 SEC의 평가결과를 바탕으로 조직이 관련 인증기준에서 정한 책임경영 요건을 충족하는지를 확인하고 그 결과를 인증의 형태로 제시하는 것을 목적으로 한다.

 

The SEC WFSRI Certification is intended to determine, on the basis of SEC evaluation results, whether an organization satisfies the Responsible Management requirements prescribed by applicable certification criteria and to present the outcome in the form of certification.

 

따라서 SEC WFSRI Certification은 SEC 평가체계를 대체하거나 별도의 평가체계를 구성하는 것이 아니라, SEC의 평가결과를 기초로 별도의 인증기준과 절차에 따라 운영되는 인증제도이다.

 

Accordingly, the SEC WFSRI Certification neither replaces the SEC Evaluation Framework nor constitutes a separate evaluation framework. Rather, it is a certification system operated on the basis of SEC evaluation results under separate certification criteria and procedures.

 

2. 인증 운영의 기본원칙

2. Fundamental Principles of Certification

 

 

SEC WFSRI Certification은 제3장에서 설명한 SEC 평가의 6대 기본원칙을 바탕으로 관련 인증기준과 절차 및 운영기준에 따라 운영한다.

 

The SEC WFSRI Certification is operated in accordance with SEC’s six Fundamental Principles explained in Chapter III and applicable certification criteria, procedures, and operational standards.

 

인증 여부는 WFSRI와 관련 평가결과 및 객관적으로 확인 가능한 자료를 기초로 인증요건의 충족 여부를 검토하여 독립적으로 결정하며, 평가대상 또는 외부 이해관계자의 부당한 영향을 받아서는 안 된다.

 

Certification is independently determined by reviewing compliance with applicable certification requirements on the basis of the WFSRI, related evaluation results, and objectively verifiable information and must remain free from improper influence by evaluation subjects or external stakeholders.

 

SEC는 인증과 관련한 경제적·사업적 관계가 평가결과 또는 인증결정의 전문적이고 독립적인 판단에 부당한 영향을 미치지 않도록 관리한다. 특히 평가결과·평가등급 또는 인증결정의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않으며, 인증업무와 기타 사업 사이에서 발생할 수 있는 이해상충을 식별·예방·관리한다.

 

SEC manages economic and business relationships relating to certification to ensure that such relationships do not improperly influence professional and independent judgments concerning evaluation results or certification decisions. In particular, SEC does not request or accept monetary or other economic benefits in exchange for favorable changes to evaluation results, Ratings, or certification decisions and identifies, prevents, and manages potential conflicts of interest between certification activities and other business activities.

 

경제적·사업적 관계의 존재 여부 또는 재정적 기여 여부는 그 자체로 평가결과·평가등급 또는 인증결정을 유리하거나 불리하게 하는 근거가 될 수 없으며, 필요한 경우 업무분리, 정보차단, 제척·회피 등 적절한 이해상충 관리조치를 적용한다.

 

The existence or absence of an economic or business relationship, or of a financial contribution, may not in itself constitute a basis for favorably or adversely affecting evaluation results, Ratings, or certification decisions. Where necessary, SEC applies appropriate conflict-of-interest safeguards, including separation of functions, information barriers, recusal, and avoidance.

 

인증기준과 인증절차, 인증결과의 공표 및 인증의 유지·관리 등에 관한 구체적인 사항은 SEC의 관련 인증기준과 운영기준에 따른다.

 

Specific matters concerning certification criteria and procedures, publication of certification results, and the maintenance and administration of certification are governed by SEC’s applicable certification criteria and operational standards.

 

 

3. 인증대상 및 적용범위

SEC WFSRI Certification은 SEC의 평가대상인 기업·공공기관 및 기타 조직 가운데 관련 인증기준과 인증절차의 적용대상이 되는 조직을 대상으로 한다.

 

The SEC WFSRI Certification applies to corporations, public institutions, and other organizations subject to SEC evaluation that fall within the scope of applicable certification criteria and procedures.

 

인증대상의 구체적인 범위와 적용조건은 인증제도의 목적과 평가대상의 유형·규모·기능·사업특성 및 운영환경 등을 고려하여 관련 인증기준에 따라 정한다.

 

The specific scope and conditions of certification are determined in accordance with applicable certification criteria, taking into consideration the purpose of the certification system and the type, scale, functions, operational characteristics, and operating environment of the evaluation subject.

 

인증은 실제로 인증이 부여된 대상·연도 및 범위에 한하여 유효하며, 인증의 표시와 활용 역시 해당 인증범위를 벗어나서는 안 된다.

 

Certification is valid only for the subject, year, and scope for which it has actually been granted, and the display and use of certification must remain within that certified scope.

 

인증대상 조직의 일부 사업이나 특정 범위에 대하여 인증이 이루어진 경우 이를 해당 조직의 모든 사업·제품·서비스·정책 또는 활동에 대한 인증으로 확대하여 해석해서는 안 된다.

 

Where certification is granted for a particular business activity or defined scope of an organization, it must not be interpreted as certification of all businesses, products, services, policies, or activities of that organization.

 

 

 

4. 인증심사 및 결정

SEC WFSRI Certification은 WFSRI와 관련 평가결과를 기반으로 하되, 인증 여부는 관련 인증기준과 별도의 인증절차에 따라 심사·결정한다.

 

The SEC WFSRI Certification is based on the WFSRI and related evaluation results, while certification status is reviewed and determined in accordance with applicable certification criteria and separate certification procedures.

 

인증심사에서는 WFSRI와 관련 평가결과, 인증요건의 충족 여부 및 인증판단에 필요한 객관적으로 확인 가능한 자료 등을 종합적으로 검토한다.

 

Certification review comprehensively considers the WFSRI and related evaluation results, compliance with certification requirements, and objectively verifiable information necessary for certification determination.

 

인증 여부는 이러한 검토결과를 바탕으로 관련 인증기준과 절차에 따라 최종 결정한다.

 

Certification status is finally determined on the basis of such review in accordance with applicable certification criteria and procedures.

 

인증 여부는 평가대상의 신청 여부, 조직의 규모·인지도, 경제적·사업적 관계 또는 재정적 기여 여부 자체를 근거로 유리하거나 불리하게 결정하지 않는다.

 

Certification status is not determined favorably or adversely on the basis of whether an evaluation subject has applied, its organizational size or recognition, or the existence in itself of an economic or business relationship or financial contribution.

 

세부적인 인증심사기준, 내부 판단기준, 적용방법 및 기타 구체적인 인증기법은 인증의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하며, 인증 수행에 필요한 범위에서 제한적으로 관리·공유한다.

 

Detailed certification review criteria, internal judgment standards, application methods, and other specific certification techniques are, in principle, maintained as non-public information to safeguard the Independence, Fairness, Objectivity, and Reliability of certification and are managed and shared on a restricted basis to the extent necessary for conducting certification.

 

 

 

5. 인증절차

SEC WFSRI Certification은 관련 인증기준과 운영절차에 따라 다음의 기본적인 절차를 거쳐 진행한다.

 

The SEC WFSRI Certification is conducted through the following fundamental process in accordance with applicable certification criteria and operating procedures.

WFSRI와 최종 평가결과를 확인한 후 해당 조직이 인증제도의 적용대상에 해당하는지와 관련 인증요건을 검토한다.

 

Following review of the WFSRI and final evaluation results, SEC determines whether the organization falls within the scope of the certification system and reviews the applicable certification requirements.

 

이후 인증판단에 필요한 관련 자료를 검토하고 인증심사를 실시하며, 인증기준의 충족 여부를 종합적으로 검토하여 인증 여부를 결정하고 그 결과를 최종 확정한다.

 

Relevant information necessary for certification determination is then reviewed, certification assessment is conducted, and compliance with certification criteria is comprehensively examined to determine certification status and finalize the result.

 

구체적인 인증절차와 적용방법은 인증대상과 인증범위 및 SEC의 관련 인증기준과 운영기준에 따른다.

 

Specific certification procedures and application methods are governed by the certification subject, certification scope, and SEC’s applicable certification criteria and operational standards.

 

 

 

6. 인증의 표시 및 인증마크의 사용

6. Display of Certification and Use of the Certification Mark

 

 

SEC WFSRI Certification을 받은 조직은 SEC의 관련 기준에 따라 인증사실을 표시하고 활용할 수 있다.

 

Organizations that have obtained SEC WFSRI Certification may display and utilize their certification status in accordance with SEC’s applicable standards.

 

인증을 표시하거나 활용하는 경우에는 인증대상, 인증연도 및 필요한 경우 인증범위를 명확하게 표시하여 인증의 적용범위에 관한 오인이 발생하지 않도록 하여야 한다.

 

When certification is displayed or utilized, the certified subject, certification year, and, where applicable, certification scope must be clearly identified to prevent misunderstanding concerning the scope of certification.

 

SEC는 인증사실을 명확하게 표시할 수 있도록 관련 기준에 따라 SEC WFSRI Certification 인증마크를 운영할 수 있다.

 

SEC may operate an SEC WFSRI Certification mark in accordance with applicable standards to enable certified organizations to clearly indicate their certification status.

 

인증마크는 인증이 유효한 대상·연도·범위 안에서만 사용할 수 있으며, 인증받지 않은 조직이 인증마크를 사용하거나 인증범위 밖의 사업·제품·서비스·정책 또는 활동 등에 인증이 부여된 것처럼 표시해서는 안 된다.

 

The certification mark may be used only for the subject, year, and scope for which certification is valid. An uncertified organization must not use the certification mark, nor may the mark be displayed in a manner suggesting that certification has been granted to businesses, products, services, policies, or activities outside the certified scope.

 

인증마크의 형태, 표시방법, 사용기간 및 사용조건 등에 관한 사항은 SEC의 관련 인증기준과 운영기준에 따른다.

 

The form, display method, period of use, conditions of use, and related matters concerning the certification mark are governed by SEC’s applicable certification criteria and operational standards.

 

 

7. 인증의 유지 및 관리

7. Maintenance and Administration of Certification

 

 

SEC WFSRI Certification은 인증 당시의 평가결과와 인증기준 충족 여부를 기반으로 부여된다.

 

The SEC WFSRI Certification is granted on the basis of evaluation results and compliance with certification criteria at the time of certification.

 

인증 이후 인증의 전제가 된 중요한 사실이나 조건에 중대한 변경이 발생한 경우 SEC는 관련 기준과 절차에 따라 해당 변경이 인증에 미치는 영향을 검토할 수 있다.

 

Where a material change subsequently occurs in important facts or conditions underlying certification, SEC may review the effect of that change on the certification in accordance with applicable criteria and procedures.

 

인증의 유지·변경·정정 또는 그 밖의 필요한 조치는 객관적인 사실과 관련 인증기준 및 절차를 바탕으로 결정한다.

 

Maintenance, modification, correction, or other necessary action concerning certification is determined on the basis of objective facts and applicable certification criteria and procedures.

 

인증과 관련한 변경사항이 최종 확정된 경우에는 최종 확정된 인증결과를 해당 인증에 대한 유효한 정보로 본다.

 

Where a change concerning certification is finalized, the finalized certification result is regarded as the valid information concerning that certification.

 

인증의 유효기간과 유지·관리 및 변경 등에 관한 구체적인 사항은 SEC의 관련 인증기준과 운영기준에 따른다.

 

Specific matters concerning the validity period, maintenance, administration, and modification of certification are governed by SEC’s applicable certification criteria and operational standards.

 

 

 

8. 인증의 활용과 유의사항

SEC WFSRI Certification은 관련 인증기준과 절차에 따라 해당 인증대상·인증연도 및 인증범위에 대하여 부여되는 인증이다.

 

The SEC WFSRI Certification is granted for the applicable certified subject, certification year, and certification scope in accordance with relevant certification criteria and procedures.

 

인증정보는 인증대상 조직이 자신의 책임경영과 지속가능성을 점검하고 지속적인 개선방향을 검토하는 데 참고할 수 있으며, 이해관계자에게는 해당 조직이 정해진 인증기준과 절차에 따라 인증요건을 충족하였는지를 이해하기 위한 정보로 활용될 수 있다.

 

Certification information may serve as reference information for certified organizations in reviewing their Responsible Management and Sustainability and considering directions for continuous improvement. It may also provide stakeholders with information for understanding whether the organization has satisfied certification requirements in accordance with established certification criteria and procedures.

 

인증정보를 해석하거나 활용할 때에는 인증이 실제로 부여된 대상·연도·범위와 관련 평가정보를 함께 고려하여야 하며, 인증범위를 벗어나 확대하여 해석하거나 표시해서는 안 된다.

 

When certification information is interpreted or utilized, the subject, year, and scope for which certification was actually granted should be considered together with relevant evaluation information, and the certification must not be interpreted or displayed as extending beyond its certified scope.

 

SEC WFSRI Certification은 특정 기업·공공기관 및 기타 조직의 모든 활동이나 제품·서비스·정책 또는 미래성과를 SEC가 포괄적으로 보증하거나 승인한다는 의미가 아니다.

 

SEC WFSRI Certification does not constitute a comprehensive guarantee or endorsement by SEC of all activities, products, services, policies, or future performance of a corporation, public institution, or other organization.

 

또한 인증은 평가대상의 미래성과를 보장하지 않으며, 투자·거래 또는 그 밖의 특정 의사결정을 직접 권고하기 위한 정보가 아니다.

 

Certification does not guarantee the future performance of an evaluation subject and is not intended as a direct recommendation for investment, transactions, or other specific decisions.

 

SEC WFSRI Certification은 WFSRI와 관련 평가결과를 기초로 별도의 인증기준과 절차에 따라 인증요건 충족 여부를 심사·결정한 결과로 이해하여야 하며, 인증의 의미와 적용범위는 해당 인증대상·인증연도 및 인증범위 안에서 해석하여야 한다.

 

SEC WFSRI Certification should be understood as the result of a separate determination, based on the WFSRI and related evaluation results, as to whether applicable certification requirements have been satisfied under established certification criteria and procedures. Its meaning and application should be interpreted within the applicable certified subject, certification year, and certification scope.
