SEC Evaluation Framework
SEC(Sustainable Enterprise Evaluation Commission)는 세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)이 확립한 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI) 연구성과를 토대로 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가하기 위한 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 수립·운영하고 지속적으로 고도화한다.
SEC (Sustainable Enterprise Evaluation Commission) builds on the WF Sustainable Responsibility Index (WFSRI) research outcomes established by the WORLD FEDERATION OF POWER LEADERS (WFPL) to establish, operate, and continuously advance the SEC Evaluation Methodology and SEC Evaluation Framework for the objective and systematic evaluation of the Responsible Management of corporations, public institutions, and other organizations.
SEC 평가체계는 책임경영에 관한 평가철학과 평가방법론을 실제 평가에 구현하기 위하여 평가부문(Evaluation Domains), 하위평가항목(Evaluation Pillars) 및 세부평가지표(Detailed Evaluation Indicators)를 체계적으로 연결한 평가구조이다.
The SEC Evaluation Framework is an evaluation structure that systematically connects Evaluation Domains, Evaluation Pillars, and Detailed Evaluation Indicators to translate the Evaluation Philosophy and Evaluation Methodology of Responsible Management into practical evaluation.
Ⅰ. 평가체계의 목적
I. Purpose of the Evaluation Framework
SEC 평가체계는 기업·공공기관 및 기타 조직의 현재 성과만을 평가하는 데 목적을 두지 않는다. 조직의 정책과 제도, 의사결정과 운영, 실행과 성과 및 그 과정에서 발생하는 영향을 종합적으로 살펴봄으로써 조직의 책임경영 수준을 객관적이고 체계적으로 평가하는 것을 목적으로 한다.
The SEC Evaluation Framework is not intended to assess only the current performance of corporations, public institutions, and other organizations. It seeks to objectively and systematically evaluate organizational Responsible Management by comprehensively examining policies and systems, decision-making and operations, implementation and performance, and the impacts arising from those activities.
평가에서는 조직의 유형·규모·기능·사업특성 및 운영환경 등을 고려하면서 사회와 환경, 다양한 이해관계자와 공동체, 현재세대와 미래세대에 대한 책임과 함께 지속가능성, 위험과 기회에 대한 대응 및 미래변화에 대한 대응역량 등을 종합적으로 살펴본다.
The evaluation considers an organization’s type, scale, functions, operational characteristics, and operating environment while comprehensively examining its responsibilities toward society and the environment, diverse stakeholders and communities, and present and future generations, together with sustainability, responses to risks and opportunities, and capabilities for responding to future change.
이를 통해 SEC는 기업·공공기관 및 기타 조직의 책임경영 수준과 지속가능성 및 미래 경쟁력을 체계적으로 진단하고, 그 결과를 다양한 이해관계자가 활용할 수 있는 신뢰할 수 있는 평가정보로 제공하는 것을 지향한다.
Through this framework, SEC seeks to systematically assess the Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations and to provide the resulting outcomes as reliable evaluation information that can be utilized by diverse stakeholders.
Ⅱ. 평가체계의 기본구조
II. Fundamental Structure of the Evaluation Framework
SEC 평가체계는 책임경영을 구성하는 주요 평가영역을 체계적으로 평가하기 위하여 9대 평가부문(Evaluation Domains), 27개 하위평가항목(Evaluation Pillars), 159개 세부평가지표(Detailed Evaluation Indicators)로 구성한다.
The SEC Evaluation Framework consists of 9 Evaluation Domains, 27 Evaluation Pillars, and 159 Detailed Evaluation Indicators for the systematic evaluation of the principal areas of Responsible Management.
159개 세부평가지표 가운데 50개 지표를 SEC 핵심가치지표(Core Value Indicators, CVIs)로 선정하여 책임경영의 핵심가치와 주요 평가요소가 평가결과에 실질적으로 반영될 수 있도록 한다.
Among the 159 Detailed Evaluation Indicators, 50 indicators are designated as SEC Core Value Indicators (CVIs) to ensure that the core values and principal elements of Responsible Management are meaningfully reflected in the evaluation results.
50개 SEC 핵심가치지표(CVIs)는 159개 세부평가지표와 별도로 추가되는 지표가 아니라 159개 세부평가지표 가운데 선정된 핵심지표이다.
The 50 SEC Core Value Indicators (CVIs) are not additional indicators separate from the 159 Detailed Evaluation Indicators; rather, they are core indicators selected from among the 159 Detailed Evaluation Indicators.

III. Design Direction of the Evaluation Framework
SEC 평가체계는 기업·공공기관 및 기타 조직에 공통적으로 요구되는 책임경영의 기본가치와 평가목적을 일관되게 적용하면서도, 서로 다른 조직의 기능과 역할 및 운영특성을 합리적으로 반영할 수 있도록 설계한다.
The SEC Evaluation Framework is designed to consistently apply the fundamental values and evaluation purposes of Responsible Management common to corporations, public institutions, and other organizations while reasonably reflecting differences in their functions, roles, and operational characteristics.
기업과 공공기관은 조직의 설립목적, 기능, 사업과 업무, 의사결정구조 및 이해관계자의 범위 등에 차이가 있을 수 있다. 따라서 SEC 평가체계는 동일한 형식이나 제도의 존재 여부만을 기계적으로 비교하기보다 해당 평가요소가 추구하는 목적과 기능이 실제로 어떻게 구현되고 있는지를 살펴보는 것을 기본방향으로 한다.
Corporations and public institutions may differ in their purposes of establishment, functions, businesses and activities, decision-making structures, and range of stakeholders. Accordingly, rather than mechanically comparing whether identical forms or systems exist, the SEC Evaluation Framework focuses on how the purpose and function underlying each evaluation element are actually implemented.
이는 평가대상의 특성에 따라 평가기준을 임의로 변경한다는 의미가 아니다. SEC는 공통적인 평가목적과 기준을 일관되게 적용하면서 평가대상의 특성과 해당 평가요소의 실질적 관련성 및 적용가능성을 합리적으로 고려한다.
This does not mean that Evaluation Criteria are arbitrarily changed according to the characteristics of an evaluation subject. SEC consistently applies common evaluation purposes and criteria while reasonably considering the characteristics of the evaluation subject and the substantive relevance and applicability of the evaluation element concerned.
Ⅳ. 평가체계의 계층적 구성
IV. Hierarchical Composition of the Evaluation Framework
SEC 평가체계의 각 단계는 서로 다른 기능을 수행하면서 하나의 평가구조를 형성한다.
Each level of the SEC Evaluation Framework performs a distinct function while forming an integrated evaluation structure.
9대 평가부문(Evaluation Domains)은 책임경영을 구성하는 주요 평가영역을 제시한다.
The 9 Evaluation Domains identify the principal areas of Responsible Management evaluation.
27개 하위평가항목(Evaluation Pillars)은 각 평가부문에서 살펴보아야 할 핵심적인 평가주제를 보다 구체적으로 구조화한다.
The 27 Evaluation Pillars provide a more specific structure for the principal evaluation themes to be considered within each Evaluation Domain.
159개 세부평가지표(Detailed Evaluation Indicators)는 각 하위평가항목의 평가목적을 실제 평가에 적용하기 위한 구체적인 평가단위를 구성한다.
The 159 Detailed Evaluation Indicators constitute specific evaluation units through which the purposes of each Evaluation Pillar are applied in actual evaluation.
이 가운데 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)는 책임경영의 핵심가치와 주요 평가요소가 평가결과에 실질적으로 반영될 수 있도록 159개 세부평가지표 가운데 선정된 핵심지표이다.
Among them, the 50 SEC Core Value Indicators (CVIs) are core indicators selected from among the 159 Detailed Evaluation Indicators to ensure that the core values and principal elements of Responsible Management are meaningfully reflected in evaluation results.
각 단계의 구체적인 내용과 역할은 「9대 평가부문」, 「27개 하위평가항목」, 「159개 세부평가지표」 및 「50개 SEC 핵심가치지표(CVIs)」에서 각각 제시한다.
The specific content and role of each level are presented separately under “9 Evaluation Domains,” “27 Evaluation Pillars,” “159 Detailed Evaluation Indicators,” and “50 SEC Core Value Indicators (CVIs).”
Ⅴ. 평가체계의 적용
V. Application of the Evaluation Framework
SEC는 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하되, 평가대상의 유형·규모·기능·사업특성·운영환경과 해당 지표의 실질적 관련성 및 적용가능성을 고려하여 세부평가지표를 적용한다.
SEC consistently applies the common fundamental values and evaluation purposes of Responsible Management while applying Detailed Evaluation Indicators with consideration of the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, as well as the substantive relevance and applicability of each indicator.
조직유형에 따라 제도·조직·사업·업무 및 이행방식이 서로 다른 경우에도 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영할 수 있다.
Even where systems, organizational structures, businesses, activities, and means of implementation differ according to organizational type, reasonable and objectively verifiable means of implementation and outcomes that achieve the same evaluation purpose may be reflected in the evaluation.
“같은 목적을 평가하되 같은 형식을 강제하지 않는다.”
“The same purpose is evaluated without requiring the same form.”
다만 평가대상의 특성을 고려한다는 이유로 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용하지 않는다. 세부적인 평가지표 적용원칙은 「평가지표 적용원칙」에서 별도로 제시한다.
However, consideration of the characteristics of an evaluation subject does not permit the arbitrary modification of applicable Evaluation Criteria or their application in a manner that favors or disadvantages a particular evaluation subject. Detailed principles for applying Evaluation Indicators are presented separately under “Principles for the Application of Evaluation Indicators.”
Ⅵ. 평가결과와 WFSRI의 연결
VI. Linkage Between Evaluation Results and the WFSRI
SEC 평가체계를 통해 도출된 책임경영 평가결과는 SEC 평가방법론에 따라 종합적으로 반영되어 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI) 산출로 연결된다.
Responsible Management evaluation results generated through the SEC Evaluation Framework are comprehensively reflected in accordance with the SEC Evaluation Methodology and contribute to the derivation of the WF Sustainable Responsibility Index (WFSRI).
따라서 SEC 평가체계와 WFSRI는 동일한 개념이 아니다. SEC 평가체계는 책임경영을 평가하기 위한 구조이며, WFSRI는 그 평가체계를 통해 도출된 평가결과를 종합적으로 반영하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.
Accordingly, the SEC Evaluation Framework and the WFSRI are not the same concept. The SEC Evaluation Framework provides the structure for evaluating Responsible Management, while the WFSRI is SEC’s Comprehensive Evaluation Index derived by comprehensively reflecting the evaluation results generated through that framework.
평가결과의 구체적인 종합과 WFSRI 산출 및 활용에 관한 사항은 해당 메뉴에서 별도로 제시한다.
The integration of evaluation results and matters concerning the derivation and application of the WFSRI are addressed separately in the relevant sections.
